The American Thrombosis and Hemostasis Network (ATHN) is a non-profit, 501(c)3 corporation founded in July 2006. ATHN provides a national informatics platform and public health services that support clinical care and outcomes analysis, research, advocacy, and public health reporting in communities impacted by rare hematologic disorders. ATHN partners with a network of over 146 affiliated clinical sites (ATHN Affiliate Network) conducting research, surveillance, and quality improvement initiatives. In addition, ATHN partners with government programs, community-based organizations, and industry, with the ultimate goal of improving the care and quality of life for those affected by rare hematologic disorders.

The Community Counts CDC Public Health Surveillance Project for Bleeding Disorders (Community Counts) is a surveillance project funded by the Centers for Disease Control and Prevention through a cooperative agreement awarded to ATHN in partnership with the U. S. Hemophilia Treatment Center Network. The purpose of this project is to gather and share information about common health issues, medical complications, and causes of death that affect people with bleeding disorders cared for in Hemophilia Treatment Centers (HTCs). Surveillance is conducted via extracting data from healthcare records and collecting blood specimens. The federal funding from CDC flows to ATHN’s Community Counts team, and then ATHN contracts with 10 Regional Core Centers which in turn subcontract with the 140+ HTCs. The Community Counts team works collaboratively with the Regional Core Centers to implement, monitor, and support the surveillance project.
The Community Counts Program Manager works with the Community Counts Director to support overall program success by following the strategies outlined in the cooperative agreement. The Program Manager will be an integral part of these efforts by implementing plans, monitoring progress, and tracking cooperative agreement deliverables. This will also involve working extensively with external partners (CDC, Regional Core Center Leaders, and HTCs) and internal ATHN teams. The Community Counts Program Manager will report to the Community Counts Director and will be an active part of the Office of Public Health Initiatives at ATHN. The Community Counts Program Manager will work both independently and collaboratively as part of a small team engaged in dynamic, fast-paced work.
Job Responsibilities:
- Plan, participate in, and facilitate meetings, committees, workgroups, webinars
- Provide administrative support to meetings, committees, and workgroups including creating and distributing meeting invitations, agendas summaries, supporting documents, reports, etc.
- Work with ATHN finance and contracting team to ensure a smooth subcontract. Track and provide reminders to ensure funding is spent throughout the grant year.
- Support managing the execution of the Community Counts project by working with the ATHN Community Counts Director, ATHN staff, CDC government partners, Regional Leadership, and participating HTC site personnel.
- Provide oversight and direction to Community Counts publication and presentation approval submission and review process, including tracking all submissions.
- Communicate with ATHN staff and external partners to plan and achieve milestones and provide deliverables based on grant guidance, contracts and timelines
- Ensure ATHN Affiliates are fully informed regarding project
- Provide oversight and direction to Community Counts data use request submission and review process, including tracking all submissions.
- Identify and problem solve barriers to project implementation (e.g., staff training, material templates, organizational workflow)
- Work with ATHN technical and support teams to assist sites and ensure active site participation and smooth implementation of project
- With ATHN Community Counts Director, collaborate with ATHN technical and support teams to ensure delivery of CDC data collection priorities and grant obligations
- Work with ATHN Community Counts Director on cooperative agreement reporting and tracking, including the annual workplan, continuation application, and subcontracts
- Build authentic relationships with internal and external stakeholders including Regional Leadership and HTC staff
- Assisting in the resolution of data and specimen quality issues, including providing technical assistance, training, and support
- Participate in ongoing internal ATHN cross team collaboration to support Community Counts data collection, submission and data validation efforts
- Be familiar with project data elements and forms used to collect data
- Compile data from CDC into tracking reports to monitor progress towards enrollment goals
Required Experience/Qualifications:
- Well-developed project management and organizational skills
- Must be a team player
- Experience providing technical assistance (TA) related to data processes and practices
- Advanced verbal and written communications skills
- 5-7 years’ minimum experience in healthcare, public health, or related field
- Ability to work independently to meet team goals and to plan workload based on established priorities and directives
- Strong interpersonal skills with the ability to engage and build strong internal and external relationships
- Ability to work in a collaborative, multidisciplinary environment
- Highly self-motivated and dedicated
- Strong skills in Microsoft Word, Excel, and PowerPoint
- 3-5 years’ minimum experience working with health or healthcare data
- Bachelor’s degree in public health, health administration, nursing, social work, or related field; Master’s preferred.
Preferred Experience/Qualifications:
- Experience in blood and/or bleeding disorders
- Experience communicating data findings with broad audiences
- Experience working with Community Counts

Travel: Infrequent- as needed to attend staff meetings and conferences. Note: As an organization dedicated to serving persons with rare medical conditions, we take health and safety seriously. Salary Range: Starting salary $63,000 - $95,000, commensurate with experience and education.
