Introduction

The County's Program Administrator for Homeless Initiatives plays a crucial leadership role in coordinating and evaluating homelessness initiatives. This position will work closely with local jurisdictions, public and private agencies, and the San Joaquin Continuum of Care to align policies, programs, and funding. Through diligent oversight and compliance management, the Administrator ensures effective delivery of services to citizens dealing with homelessness. This is a pivotal leadership role in the County's ongoing efforts to combat homelessness and improve the lives of those in need.

KNOWLEDGE

Principles and practices related to program management and administration, including effective program planning, policy development, organization, coordination, evaluation and fiscal management; current trends in governmental responses to homelessness through community development, healthcare, behavioral health, social service, law enforcement, and public assistance programs; San Joaquin County community services available to assist homeless persons; principles and practices of public finance and funding development, including grant submission, administration and management; organizational structures, business methods, procedures, rules, regulations and standards common to public agencies; laws related to the financial administration of county government; research and data analysis methods; principles and methods of effective communication, including analytical business writing and presentations; basic principles and practices of social science and human behavior; public assistance programs typically administered through county government; project management; effective education, training, public relations and customer service techniques; principles of public agency supervision and personnel management; modern office automation technology and software relevant to assigned operations.

ABILITY

Provide appropriate and effective leadership and coordination for a diverse group of stakeholders seeking to address homelessness in the county; plan, coordinate and administer a major homelessness program or initiative in a cost effective manner, while ensuring excellent customer service; develop and recommend administrative goals, strategies, policies and procedures; work collaboratively with County staff, various public and private agencies, community groups, and other pertinent stakeholders to define and achieve successful outcomes; evaluate program effectiveness for the purpose of meeting requirements and allocating funds; exercise good judgment and make sound managerial decisions; exercise analytical and critical thinking to evaluate complex problems and recommend appropriate solutions; understand, interpret and apply complex rules and regulations pertaining to homeless program funding and operations; analyze and evaluate program mandates and work within federal, state, or other types of regulatory systems; formulate and present short and long-range plans; recommend the development and utilization of effective automated systems; prepare and administer budgets, grants, and financial and statistical records; communicate effectively, both orally and in writing; establish and maintain effective working relationships with others including the general public, County management, advocacy groups, and other groups and individuals both internal and external to San Joaquin County government.

PHYSICAL/MENTAL REQUIREMENTS

Mobility - frequent sitting for long periods; frequent operation of a data entry device; occasional walking, standing, pushing, pulling, bending, squatting, climbing; Lifting - frequent lifting of 5 pounds or less; occasional lifting of 5-30 pounds; Visual - constant use of good, overall vision and reading/close-up work; moderate use of color perception and hand/eye coordination; occasional use of depth perception and peripheral vision; Hearing/Talking - frequent hearing of normal speech, talking/hearing on the telephone and in person; Emotional/Psychological - frequent decision making, concentration, and public contact; occasional public speaking; occasional exposure to situations involving trauma, grief, or death; Special Requirements – frequent driving; occasional working weekends/nights, working alone; Environmental – frequent work in a standard office environment; occasional exposure to varied weather conditions.

Selection Plan

If warranted by the number of applicants, applications may be reviewed by a screening panel. If utilized, the screening panel will select those most qualified to be considered for participation in selection processes. This position is exempt from the San Joaquin County Civil Service system.

Appointments to exempt positions are at-will and are not governed by the Civil Service.

A background investigation will be required for all final candidates. Final appointment will be conditional upon passing a drug screen test as well as DOJ Live Scan fingerprinting.
