About The Position


Do you want to have an active role in addressing the homelessness crisis in Maricopa County? Do you enjoy building procedures and completing evaluations on programs to improve service delivery? If so, you may be interested in joining the Homeless Services Unit.


This position will primarily support the ESG and CDBG-funded projects by providing regulatory support to the projects. This position will perform all aspects of project management, including planning, monitoring, and organizing for the Homeless Services projects. This position’s tasks are primarily administrative in nature and benefit from a skillset of someone who is detail-oriented and organized.

We Require


  • A combination of related post-secondary education and/or job-related experience may substitute for the minimum qualifications on a year-for-year basis
  • Bachelor's degree in public administration, business administration, social services, or a closely related field
  • Two years of experience with contract compliance (Preference in federal compliance with HUD grants)


Other Requirements


  • Must possess or have the ability to obtain and maintain an Arizona Department of Public Safety Level 1 Fingerprint Clearance Card
  • Valid Arizona driver’s license upon hire


Our Preferred Candidate Has


  • Experience and expertise related to emergency solution grant and/or community development block grant compliance
  • Experience and expertise in federal compliance, monitoring, or auditing
  • Knowledge of the Maricopa County Homeless System


Job Contributions


  • Develop and document policies and procedures related to ongoing compliance for ESG and CDBG project
  • Support in the development and implementation of the HUD Consolidated Plan, Annual Action Plan, Consolidated Annual Performance and Evaluation Report, along with the HUD Integrated Disbursement and Information System (IDIS) database, and other required reports
  • Provide technical assistance to partners, ensure contract compliance, and maintain deadlines of sub-recipient agreements
  • Review and approve designated invoices and processes them for payment
  • Collect and analyze relevant data and assist with preparing reports to federal agencies
  • Prepare purchase requests for designated contracts
  • Serve as monitoring program lead for HUD-funded programs, and contracts for activities
  • Provide programmatic support to the Homeless Services Unit as it pertains to federal and contract compliance
  • Coordinate planning and performance reporting of activities with appropriate agencies
  • Compile data, develop and maintain tracking systems, and utilize software, including the current HMIS and other database systems
  • Participate in the regional homelessness subcommittees, groups, and organizations in Maricopa County as designated by the Homeless Program Manager
