The Baltimore City Mayor’s Office of Homeless Services (MOHS) is seeking a dynamic professional for a Grant Services Specialist III (GSS III - Accountant) position within its Fiscal section. The incumbent will perform work such as developing and monitoring accounting systems for third party programs, preparing detailed financial reports, conferring with program managers and government officials on complex financial matters or accounting for special funds. The work of this position may also include lead responsibilities, but does not include such supervisory duties as hiring, firing, promoting, disciplining, and evaluating performance. This position reports to the Accountant Supervisor, MOHS.
Responsibilities of the position include but are not limited to:
  • Audits and analyzes accounts and prepares reports on various phases of fiscal activities by compiling, computing, and comparing figures of various accounts.
  • Confers with program managers and government officials on complex financial matters.
  • Compiles and writes periodic financial reports for management.
  • Prepares agency budget by compiling and projecting budget data and recommending and monitoring budget expenditures. An understanding of the budgetary process is helpful.
  • Develops, modifies, and monitors accounting systems for third party programs.
  • Prepares detailed financial reports for submission to funding sources. Experience with grants budget management and reconciliation is preferred.
  • Monitors and accounts for assets, liabilities, invoices, and expenses.
  • Performs related work as required.
  • Conducts special cost studies and analyses; compiles cost and statistical records.
The ideal candidate will have:
  • Analytical ability.
  • Candidate must be a team player with the ability to prioritize multiple tasks. Work must be timely and attention to detail is necessary.
  • Candidate must be a self-starter, with sound judgment
  • Knowledge of accounting and routine auditing practices and procedures. An understanding of the budgetary process is helpful; experience with grants budget management and reconciliation is preferred
  • Ability to assign and review the work of others.
  • Ability to maintain accounts and compile and write financial reports.
  • Ability to establish and maintain effective working relationships with associates and City agency representatives.
  • Ability to speak and write effectively, high level of communication skills.
  • Must be competent working with Microsoft Office® and communicating via e-mail.
Minimum Education and Experience Requirements:
Requirements: Bachelor’s degree in accounting from an accredited college or university and four years progressively responsible experience in performing accounting work. Equivalent combination of education and experience including thirty (30) credits in accounting and business law and six (6) additional credits in statistics or data processing.

This is a non-civil service, full-time position with a salary range of $60,728 - $104,398 and a comprehensive benefits package. This position does not include retirement benefits. Salary commensurate with education and experience.
