Job Description
Fearless is looking for a Product Manager II to add to our diverse team of 250+ employees (and counting!).

The Product Manager II is responsible for establishing and communicating the long-term vision and strategy for their product/portfolio, as well as how it supports and achieves the customer’s strategies and initiatives as outlined within the scope of work. This role works closely with the Product Owner to align with their strategic plans. The Product Manager II acts as a central hub within the team. They manage and maintain critical information and actions related to the customer’s products, cultural and digital transformation, supporting technologies, competition, risk analysis, and many other agency elements. Responsibilities include thorough problem identification, product planning, client and technology analysis and understanding, customer education, competitive analysis, and implementation / execution of customer and production strategies that drive adoption, resource efficiency, and value delivery.

Responsibilities And Contributions


Organizational and Leadership Role


  • Works directly with team, customer, and end users to build product vision and strategy.
  • Contributes to the product management practice, community of interest, and organizational efforts to increase awareness.


Functional Role


  • Manages the discovery phase to ensure proper problem identification.
  • Maintains professional and technical knowledge by attending educational workshops, reviewing professional publications, establishing personal networks, and participating in professional societies.
  • When needed by the customer, manages the full breadth of the product lifecycle, including multigenerational product plans, new product introduction (NPI) mass production and end of life (EOL).
  • Effectively communicates business and operational objectives and requirements to technical teams, as well as technical capabilities and limitations to the business stakeholders.
  • Identifies and champions new and creative approaches to business, operations and user adoption opportunities and challenges.
  • Determines the evolution of product, contributing to and managing the planning processes with consequent rollout to customer stakeholders and users.
  • When needed by the customer, develops, communicates and executes long-term product vision, strategy, and initiatives that align with agency strategy within the scope of the software product and cultural change management verticals.
  • Develops, communicates, and executes long-term product purpose, vision, and strategy.
  • Effectively manages stakeholder communication and ensures stakeholder requirements, business needs, and user needs are aligned.
  • Builds and maintains strong working relationships with the customer agency, cross-functional partners within their organization, and our partners (subKs).
  • Develops and implements product education plans, marketing plans, and launch plans, and coordinates cross-functional teams and stakeholders.
  • Coaches and serves as a subject matter expert for client Product Owners.
  • Creates value propositions and partners with stakeholders to establish Minimum Viable Product (MVP) or Minimum Marketable Feature (MMF).
  • Creates the product roadmap to help clients formulate, prioritize, and execute short and long-range plans, initiatives, and objectives to achieve growth objectives.
  • Serves as a consultant to customer Product Owners on backlog prioritization, epic/feature/use case/user story creation, identifying user personas, acceptance criteria, and gathering and authoring business, functional, and technical requirements.
  • Effectively translates technical documentation and identifies any resulting opportunities/dependencies.
  • Works with the customer team to position products that maximize activity related to maintaining existing business and driving new growth.
  • Partners with clients to develop and monitor strategies for successful user adoption, cost savings, analytics, and metrics to inform and support product decisions.
  • Develops communication initiatives to meet business and user adoption goals.

  • Problem identification and resolution experience.
  • Experience with Human Center Design.
  • Experience in product or brand management.

  • Ability to develop and communicate effective business plans, marketing plans, or product plans.
  • Excellent written and verbal communication skills; comfortable presenting to internal and external audiences.

  • Ability to operate and manage work, strategically reason, build relationships, and influence others.
  • Extensive knowledge of product ownership roles and solid understanding of ownership gaps.


Icing-on-the-Cake Skills


  • Experience implementing product management practices to build products for federal, state or local Government.
  • Experience working with or on an agile team.

Our approach to compensation is intended to ensure our total package serves all of your needs and includes base pay, medical and other benefits, performance rewards, 401k matching, plus a few perks (tech and wellness reimbursement programs)!


Our salary ranges are determined based on role, level and location and provide team members salary growth within a salary grade over time. Team members automatically progress within a salary range through annual increases (given to reward service at Fearless) or merit increases (given to reward and individual's demonstrated performance and growth within the position). Fearless team members are also eligible for discretionary bonuses based on company performance.


The salary ranges for this position based on location are listed below. The base pay range is subject to change and may be modified as a part of our annual salary range review.


  • DC Residents: $109,503 (min) - $142,354(mid) - $175,204 (max)
  • NC Residents: $92,799 (min) - $120,639 (mid) - $148,478 (max)
  • DE, MD, PA, TX, VA Residents: $97,439 (min) - $126,671 (mid) - $155,902 (max)
  • CA & NY Residents: $113,215(min) - $147,179 (mid) - $181,143 (max)
  • MA Residents: $103,007 (min) - $133,909 (mid) - $164,811 (max)
  • AL, FL, GA, TN Residents: $90,015 (min) - $117,019 (mid) - $144,024 (max)


Within the range, starting pay for team members is based on the evaluation of the alignment with the position description requirements including job-related skills and experience or training. This range reflects your earning potential over the course of your career at Fearless in this position.
