SUMMARY: This position will work with all City departments, with primary departmental/divisional responsibilities being designated by the City Manager. Current key functions within the City include: Support Services; (Information Technology, Geographic Information Systems, Public Information, Process Management, Finance, Human Resources, Risk Management, City Clerk’s Office and Grants Administration, Strategic Planning, Budget, and Project Management.) Public Works; (Facilities Maintenance, Road & Sidewalk Maintenance, ROW Maintenance Stormwater Management and Emergency Management.) Community Development; (Planning, Building, Engineering and Permitting.) Parks & Recreation: (Recreational Programming, Parks Maintenance, Community Center, Special Events, Cemetery Maintenance, Beach Operations, and Boat Launch Facility. Library Services. Serves as a senior officer under the City Manager. This is highly responsible, professional work relating to the overall programs and operations of the City.
ESSENTIAL DUTIES AND RESPONSIBILITIES: The following are not to be construed as an exclusive or all-inclusive listing of skills and abilities required to perform the job. Management may delegate other responsibilities as required.
- Prepares annual evaluations on-time for those supervised.
- Demonstrate competent knowledge of all applicable policies, codes, ordinances, regulations and statutes.
- Systematically evaluates, and if appropriate updates, each KEY FUNCTION PROCESS annually.
- Implements the City’s KEY FUNCTION PROCESSES.
- Contributes to the development and accomplishment of home team work-plans.
- Demonstrates commitment to Team Destin and our mission, vision, values, and goals and represents the city in a professional, dignified manner at all times both in actions and appearance.
- Attends City Council and other assigned Meetings.
- Assigned Policy Analysis: Performs policy analysis including conducting research, determining and raising pertinent issues, summarizing findings, preparing reports and other materials and presenting results to a variety of stakeholders.
- Program Development: Develop, enhance and/or implement City programs.
- Supervises the establishment, implementation, compliance, evaluation and revision of City Operating Instructions (OI’s).
- Assists in management of daily City operations coordinating cross-departmental processes to maximize efforts.
- Other duties as assigned.
- Staff Support/Supervision: Build effective working relationships with elected officials, City leaders, department heads, and other City staff; select, train, motivate, and evaluate assigned staff; provide or coordinate staff training; work with employees on performance issues; implement discipline procedures; direct and coordinate the work plan for assigned staff; assign work activities, projects, and programs; monitor work flow; review and evaluate work products, methods, and procedures.
- Essential position for the Emergency Operations Team.
- Assists in the organization of key performance measures and data required to make fact based decisions
- Communications: Respond to questions and comments from the public in a courteous and timely manner; communicate and coordinate regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities; prepare reports and other written correspondence; oversee preparation of social media content, website management and graphic presentation.
- Project Management: Manage, coordinate, and administer short- and long-term special projects and programs in support of citywide goals, objectives, policies, and procedures.
- Administration of assigned departments, divisions and/or key functions.
- Confers with federal, state, county and city agencies on matters pertaining to a number of City programs.
- Attends meetings, conferences, workshops, and training sessions, and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas.
- Assumes the role of City Manager in his/her absence.
- Assists in the overall management of the City’s strategic planning processes.
- Responsible for preparing, implementing and managing assigned budgets.
- Manages City contracts and franchise agreements.
- Develops and maintains working relationships with key partners such as OCSO, DWU, DFCD, and the Destin Area Chamber of Commerce.
SUPERVISORY RESPONSIBILITIES: Supervises assigned personnel as designated by the City Manager.
Carries out supervisory responsibilities in accordance with the organization’s Strategic Plan, policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.
QUALIFICATIONS
Education and Experience: Master’s degree in Public Administration; or, related field and 5 years progressive experience in local government, Florida preferred; or, Bachelor’s degree in Public Administration or a related field and 8 years progressive experience in local government, 3 years of which in Florida. Experience in Long Range Strategic Planning, government finance and project management highly desired. A minimum of 5 years supervisory experience required.
Licenses or Certifications:
CPM Preferred.

- Knowledge of municipal form of government and public administration principle and practices.

- Knowledge of City: Charter, policies, procedures, codes, resolutions, ordinances, agreements, and policies.
- Ability to operate a personal computer and various software applications for word processing, spreadsheets, presentation material, website and social media management, agenda management, document storage systems, and related programs.
- Knowledge of state legislative procedures.
- Ability to compare and/or judge the readily observable functional, technical, structural, compositional or identifiable characteristics (whether similar to or divergent from obvious standards) of data, people or things.
- Ability to plan, assign, direct, and evaluate the work of subordinates.
- Ability to acquire and expound on knowledge of topics related to primary occupation.
- Ability to utilize mathematical formulas; add and subtract, multiply and divide totals; determine percentages; and determine time and weight and interpret same as may be appropriate.
- Ability to differentiate colors and shades of color.
- Knowledge of Public relations and community outreach principles and practices.
- Ability to read a variety of professional, technical and administrative documentation, directions, instructions, methods and procedures.
- Ability to interact with people (staff, supervisors, general public and elected officials) beyond giving and receiving instructions to include tactfully mediating conflicts and achieving positive results.
- Ability to communicate and organize effectively.
- Ability to perform under maximum stress when confronted with short deadlines, heavy workloads, conflicting interests and high customer demand.
PHYSICAL REQUIREMENTS: The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Must be physically able to operate a variety of essential job related machines and office equipment. Must be able to move or carry essential job related objects or materials.
