Job Description


Hill International is a seeking Deputy Program Manager in San Antonio, Texas


Responsibilities


  • Overall responsibility for managing established scope and budget to provide oversight for capital projects
  • Communicates and coordinates project status with staff from affected federal, state, regional and local agencies
  • Regularly communicates project status, milestones and issues with leadership
  • Responsible for budgeting activities and review and approval of all client invoicing
  • Ensures project compliance with all federal, state and local laws, regulations, codes and standards
  • Responsible for leading, coordinating all aspects of a complex major capital project through engineering design, construction, testing and commissioning with owner
  • Ensures communication between members of a multi-disciplinary project management teams both client and project staff
  • First level lead for all consultant and sub-consultant team
  • Oversees consultants and contractors involved in capital projects and facilitates strong communication and coordination between these entities
  • Develops and oversees regular preparation of project status reports, including monthly reports for leadership and member agencies and reporting to the Federal Transit Administration and the Board of Directors
  • Responsible for development of staffing plans related to contract


Qualifications


  • CMAR experience is required
  • Laws, codes, regulations, and legal requirements related to public transportation.
  • Organizing heavy and complex workloads, establish and adjust priorities, and accomplish objectives within established scopes, budgets, and schedules
  • Full Covid-19 vaccination is recommended. Mandatory vaccinations and proof of vaccination are subject to client requirements, federal, state or local law.
  • Must have a minimum of 10-15years’ experience in Design/Project/Construction Management on similar Federally Funded projects
  • Local, regional, state, and federal agencies, groups and organizations involved in transit planning and development
  • Management principles and practices; construction regulations and standards; civil engineering, architectural design and systems design and construction; project budgets, estimating and related documents; principles of contractual compliance and administration
  • Coordinating the knowledge and efforts of agency staff, consultants, and contractors
  • Effective communications and interpersonal skills and the ability to establish and maintain effective working relationships with executive managers, city staff representation, and transit constituencies
  • Communicating in order to interact with client, direct staff and numerous sub-consultant team to exchange or convey information
  • Must possess technical and procedural writing skills as well as excellent verbal and presentation skills
  • Professional Registration is preferred
  • Four year college degree or equivalent combination of education and experience in managing multi million dollar projects is required
  • Should be familiar with FTA’s Capital Investment Grants (CIG) Program
  • Using computers and related software applications; intermediate to advanced computer skills (Word, Outlook, Excel, and PowerPoint) are required
  • Interpreting and applying local, state, and federal policies, procedures, laws, and regulations
