Created in 1993, LAHSA is a joint powers authority of the city and county of Los Angeles. As the lead agency in the HUD-funded Los Angeles Continuum of Care, we coordinate and manage over $800 million annually in federal, state, county, and city funds for programs providing shelter, housing, and services to people experiencing homelessness.


Under the direction of the Unit Acquisitions Manager, the Unit Acquisitions Coordinator provides leadership and support to all Los Angeles Continuum of Care permanent housing programs that are tasked to secure permanent housing units. The Unit Acquisitions Coordinator is responsible for program guidance and coordination of LAHSA’s Housing Location and Resident and Property Support Services programs to ensure that services are being administered and coordinated effectively, efficiently, and ethically within and across all Service Planning Areas.


Working within the Permanent Housing Department, the Unit Acquisitions Coordinator will develop and implement best practices that support permanent housing programs to recruit and procure new landlords to connect their participants quickly and seamlessly to permanent housing units. The coordinator will identify, and address system-level housing gaps and needs, and work to align system opportunities and resources to achieve systems-level goals and success.


The Unit Acquisitions Coordinator represents LAHSA, the Coordinated Entry System, and LAHSA’s commitment to align and coordinate its resources and programs to ensure those experiencing homelessness are able to utilize CES housing resources to quickly return to stable and permanent housing.

  • Term: Full-time, Exempt, Temporary status through June 30, 2025. Continued employment will be contingent upon funding availability.

Essential Job Functions

  • Coordinate, facilitate, train, and support permanent housing providers engaged in unit acquisitions work in post-award activities, in conjunction with the systems components team, such as: new contract onboarding, new program kick-off, in understanding and programming Scopes of Required Services by providing resources, best practices, and Technical Assistance to providers to ensure contracting and programming requirements are met.
  • Other duties as assigned.
  • Coordinate, facilitate, train, and support permanent housing providers who are engaged in unit acquisitions work in interpretation and implementation of LAHSA, ESG, CoC, any/all other funder mandated guidance/policy and procedure into their programming and service delivery.
  • Coordinate and support unit acquisitions work with various permanent housing programs, inclusive of housing navigation, time-limited and permanent subsidy housing programs.
  • Create, review and track performance improvement plans; coordinate with other departments to ensure issues and concerns that are raised are properly addressed.
  • Assist in the development of the Housing Location and Resident and Property Support Services program guides and the Scope of Required Services.
  • Work with agencies to resolve Monitoring findings, concerns, and grievances, as well as to improve provider programming and compliance measures to minimize/reduce findings, concerns and grievances.
  • Coordinate and facilitate SPA Implementation Meetings with providers that will identify challenges and share best practices.
  • Develop working relationships with various stakeholders, community partners, housing authorities, property management companies and landlords.
  • Support the development and implementation of tools that will assist agencies to better track and provide unit acquisitions services to program participants. This will include guidance and training on developed new tools/forms including a focus on landlord recruitment practices, landlord support functions, efficient participant connections to developed or existing landlords, and prompt utilization of available units.
  • Work in collaboration with other departments to ensure accurate and effective monitoring of programs, data collection, contract implementation, and outcomes.
  • Work with interdepartmental staff to assess unit acquisitions work for all permanent housing programs, prioritize areas of technical assistance needed and identify resources for agency support.
  • Enhance service delivery through the provision of data-informed technical assistance and guidance to agencies.
  • Develop and coordinate various landlord focus groups to ensure emerging landlord business models complement the Coordinated Entry System and existing program models.

Knowledge, Skills & Abilities

  • Demonstrated organizational skills, project management and proven ability to work independently and manage multiple projects and priorities within a multi-disciplinary team environment.
  • Familiarity with CES and LAHSA funded programs, including best practices in homeless services program provision strongly preferred.
  • Familiarity and prior experience working with PATH Lease Up preferred.
  • The successful candidate will be a collaborative problem solver. Their work will be driven by strategic and design thinking and executed with creativity and efficiency. They will demonstrate patience and a commitment to treating others with respect.
  • Strong advocacy skills to ensure individuals have access to Fair Housing Laws.
  • Strong written, verbal and presentation communication skills.

  • Experience in landlord recruitment, real estate transactions, real estate development, real estate finance, asset management, or property management strongly preferred.
  • Sets a high standard for personal and team performance with a focus on results.
  • Self-motivated to produce exceptional results, learn complex concepts and skills necessary to work towards a goal.
  • Ability to articulate and connect intricate real estate and asset management concepts with the homeless rehousing system.
  • Demonstrated experience gathering, analyzing, and presenting data.
  • Experience with program development, implementation, and management preferred.
  • Ability to establish strength based and positive relationships to work cooperatively with individuals, groups and organization that are diverse in mission, composition, function, capacity, geographic location and sometimes with competing priorities.

Training & Experience

  • Ability and willingness to travel for multiple site visits and events throughout Los Angeles County.
  • Degree related to Social Work, Public Health, Public Administration, Urban Planning, Real Estate Development, or another similar field.
  • Experience with complex projects that require strong critical thinking, research, information management and communication skills.
  • Training certificates or experience conducting habitability and/or housing quality standards. inspection processes.
  • Valid California Class C Driver’s License is required.
  • Any combination of extensive and applicable work experience and educational credentials performing the above duties successfully.
  • Experience with providing large scale trainings and presentations, Design Thinking is a plus.
  • Advanced proficiency with Microsoft Office suite of tools.
  • Direct experience in assisting individuals and families locate and secure permanent housing through market rate rentals or affordable housing.
  • Experience working with individuals and families who are experiencing homelessness.

Schedule
  • The Chief Executive Officer or designee may change the schedule of positions between remote, hybrid and onsite, as necessary to accomplish LAHSA business.

AFLAC Supplemental Insurance
LAHSA offers this voluntary supplemental insurance to all full-time employees. ADP Flexible Spending Accounts

Life Insurance
LAHSA pays 100% of the premium for $50,000 basic life insurance coverage through ADP.

Voluntary Group Life Insurance
LAHSA offers employees this voluntary group life insurance through Lincoln Financial. Employees may elect to participate in dependent care or health care expense accounts. All premiums are pre-taxed and paid 100% by the employee through automatic bimonthly payroll deductions.
Long Term Disability
LAHSA pays 100% of the premium for long term disability coverage through ADP.
Pension Plan
LAHSA provides a 401A pension plan through Lincoln Financial. After 6 months of employment, employees are eligible for contributions of 5% of the employee’s salary with a qualification date of 500 hours or 6 months after the date of hire.
Deferred Compensation Plan
LAHSA provides a 457 Deferred Compensation plan through Lincoln Financial. Employees may elect to defer up to IRS maximum limit per year of their earned salary for income tax purposes.

Time Off Administrative Leave
Executive Director, chiefs, and directors receive five (5) days of admin leave each calendar year in addition to the time-off below.
Vacation
Vacation is earned according to each month of service commencing with the employee’s initial date of hire.

  • More than ten (10) years of employment, the one hundred twenty (120) hour total shall be supplemented by one (1) workday of paid leave for each twelve (12) months greater than one hundred twenty (120) months of employment. This vacation accrual is capped at twenty (20) workdays per year
  • Less than five (5) years of employment, eighty (80) hours per year.
  • Five (5) to ten (10) years of employment, one hundred twenty (120) hours per year.
Maximum accrual of vacation leave is 200 hours.
Sick Leave
Full-time employees accrue sick leave at a rate of 12 days per year. Maximum accrual of sick leave is 160 hours.
