ABOUT THE CAMPAIGN FINANCE BOARD
The New York City Campaign Finance Board oversees New York City’s small donor democracy program and educates and engages voters via NYC Votes. The CFB has enjoyed a tremendous arc of progress over its 30-year history, and our updated flagship small donor democracy program is a centerpiece of this progress.
We eliminate barriers to participation by providing access to the resources New Yorkers need to vote or run for office and amplify the voices of small donors with New York City’s small donor democracy program.

RESPONSIBILITIES
The NYC Campaign Finance Board (CFB), a nonpartisan, independent city agency that enhances the role of New York City residents in elections, seeks a high performing, committed individual to serve as the Assistant Executive Director for Operations (AED Ops). As a crucial member of the CFB team the AED Ops will directly impact the agency’s mission.
The successful candidate will report directly to the Executive Director (ED) and will have specific expertise and knowledge around business operations and functions as related to government agencies and the work of the CFB. The successful candidate will work with the ED and those in CFB leadership to oversee the overall business operations strategy, as this is crucial to the CFB’s growth and success. The AED Ops will, in consultation with the ED, be responsible for the business operation and function, management, development, and strategic growth of the CFB in accordance with the Strategic Plan.
The AED Ops role is to maintain a high-level agency-wide business operation and function perspective while simultaneously assisting the ED and the CFB leadership team in implementing the mission and vision of the CFB and moving the organization forward under the Strategic Plan. Responsibilities include, but are not limited to:
· Overseeing daily operations and the work of Budget, Finance, Procurement, and Support Services/Facilities units
· With the support of existing operations leadership and staff, promote a customer service posture, identify dependencies and establish clear priorities within agency-wide operations (budget, finance, procurement, facilities, administrative operations), allocating resources and aligning stakeholders to drive results
· Liaising with Department of Citywide Administrative Services, the Office of Management and Budget, and other oversight agencies on all budget, finance and contracting issues, including new needs, savings plans, contracts and audits
· Providing recommendations to senior level agency executives and program staff on major budget issues, critical agency policy initiatives and resource allocations related to the program areas
· Playing a pivotal role in managing the financial and budgetary oversight as well as managing the daily activities of the department which includes supervising the Agency Chief Contracting Officer
· Overseeing facility operations, coordination of the delivery of essential facility maintenance, custodial services, coordinating repairs, and recommending priorities for office expansion
· Leading and actively participating in business planning processes, translating short- and long-term operational goals and objectives into implementation plans and targeted business outcomes
· Identifying and removing obstacles to ensure smooth and efficient functioning of business operations, working closely with leadership and staff to achieve this goal
· Developing standardized fiscal and administrative operating policies and procedures to help speed up processes and streamline workflow
· Evaluating readiness for change, pinpointing potential risks and identifying mitigations, and then monitoring and assessing the impact of significant initiatives
· Creating financial tools to support clear and meaningful data reporting
· Analyzing and evaluating data to create and implement comprehensive plans that align with the CFB’s strategic plan and objective
· Leading CFB’s expansion initiatives
· Managing, leading, developing, and mentoring the staff of the Operations team and ensuring that they are provided with the skills and resources to be successful
PREFERRED SKILLS
· Experience in government (New York City government a plus)
· 10 years demonstrated experience in financial management and accounting in government and/or private sector
· 10 years demonstrated experience working with the city’s financial, procurement, and facilities related processes
· Extensive experience with Excel and NYC’s Financial Management System (FMS); working knowledge of NYC PASSPort system
· Good knowledge of data analysis and KPIs
· Familiarity with IT/Business infrastructure
· Extensive knowledge of City financial practices including a high level of proficiency with FMS
· Extensive knowledge and understanding of the NYC Procurement Policy Board rules and all City procurement and contracting procedures
· Knowledge of the administrative operations of City agencies including fiscal practices
· Experience leading planning efforts and running operationally effective organizations that have multiple functional areas
· Experience with audit, legal compliance, and budget development
· Familiarity with preventative maintenance programs or processes
· Familiarity with inventory management
· Familiarity with facilities management

· Demonstrated experience with leading multi-disciplinary projects from start to finish — working with stakeholders to plan requirements, manage project schedules, identify risks, and communicate clearly with cross-functional partners
MINIMUM QUALIFICATIONS
1. A baccalaureate degree from an accredited college or its educational equivalent and two years of satisfactory, full-time progressively responsible administrative experience requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work, 18 months of which must have been in a supervisory, administrative, managerial, or executive capacity; or
2. Education and/or experience which is equivalent to "1" above. However, all candidates must possess the 18 months of supervisory, administrative, managerial, or executive experience as described above. Education may be substituted for the general clerical-administrative experience (but not for the supervisory, administrative, managerial, or executive experience described in "1" above) at a rate of 2 years of graduate study substituting for 2 years of experience.
