Job Description

I. Job Summary
The Corporate Air Program creates, communicates, and issues policies, procedures, best management practices, directives, guidance, and strategies related to the protection, control, and management of air quality with field operations. Standard recordkeeping and reporting templates have been developed and used by field operations to meet applicable federal requirements such as Greenhouse Gas Reporting, Title V Operating Permit Program, New Source Performance Standards (NSPS) and National Emission Standards for Hazardous Air Pollutants (NESHAP). The Corporate Air Program develops and delivers webinar and classroom training on these topics.
The Corporate Air Program develops short-term and long-term permitting and compliance strategies to accommodate existing site conditions and projected new or modified operations at our disposal operations. This includes assisting field operations with permitting beneficial use processes used to convert methane to electricity and renewable fuels.
The Corporate Air Program identifies local, state, and federal regulatory impacts to WM field operations. The Team interprets environmental data and provides guidance, direction, and recommendations to field operations by preparing and reviewing compliance reports, permit applications and draft permits. The team supports field operations in responding to and resolving alleged violations, warnings, or other potential noncompliance issues.
WM’s Corporate Air Program also prepares, compiles, and presents scientific data, white papers, and other technical support to facilitate changes to federal and/or state/provincial rules and guidance. The Team coordinates with our field operations, as well as the legal and community affairs departments, to work directly with regulators at the federal and state/provincial level.
We also partner with industry stakeholders, academia, and other Environmental Management Group Programs (i.e., engineering, landfill gas management, wastewater), to develop new and evaluate existing and emerging technology and processes that measure and mitigate emissions from disposal operations, such as combustion and fuel conversion technologies, as well as leachate evaporation technologies and fugitive landfill emissions. This includes supporting development and testing of emerging methane measurement techniques for landfill emissions.
Under general supervision, this position will assist field operations personnel and management with air quality technical guidance to meet the following air quality initiatives: carbon accounting/sustainability, standardized record keeping and reporting formats for air permitting and compliance strategies; regulatory tracking and updates; and training. This position will report to the Senior Director of Air Programs and take direction from, coordinate with and/or assist Senior Director of Air Programs and the Air Program Directors, as applicable.
II. Essential Duties And Responsibilities
Include the following. To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Other minor duties may be assigned.
Communicate standards, policies, procedures, best management practices, directives and strategies relating to the protection, control, and management of air quality with field operations.
Coordinate with Air Program Director(s) to design and implement strategic project plans in response to air permitting and compliance issues. Investigate and assess landfill operational and regulatory data; prepare related documents.
Support Air Program with review and updates to air permitting and compliance policies, procedures, guidance, and program development.
Routinely coordinate with Air Program Director(s) to develop/implement training.
Provide guidance, recommendations, and direction to field operations in preparation of routine periodic reports such as emission inventories and sustainability reporting.
Support facilities with environmental self-assessment process and corporate audit issue resolution.
Monitor emerging technology and environmental applicability issues to landfill operations. Assist in developing responses to new or changing requirements at the area and/or national level.
Assist in contracting with third party vendors on air quality related projects; provide technical and project direction to outside consultants.
Possess interpersonal skills in developing stakeholder acceptance.
III. Supervisory Responsibilities
No direct supervisory responsibility required.
IV. Qualifications
The requirements listed below are representative of the qualifications necessary to perform the job.
Education and Experience
Education: Possess Bachelor’s Degree from accredited college or in lieu of degree, High School Diploma or GED (accredited) and four (4) years of relevant work experience.
Experience: Five or more years of relevant experience in environmental protection/management. Preferred candidates will have direct air permitting and compliance reporting experience.

MS Office familiarity, general computer acumen and ability to learn to utilize other job-related technical software.
Familiarity with statistical methods/data analytics.

A working knowledge of the company's operations and business hierarchy
Familiarity with applicable air quality regulations.

Normal setting for this job is: office setting and/or landfill/outdoor.
The salary range for this position is $96,645 -130,755. The specific salary offered to a candidate may be influenced by a variety of factors including the candidate’s relevant experience, education, training, certifications, qualifications, and work location.
In addition, this position is eligible for [incentive pay and bonus].
