Basic Function

Under general supervision, the Water Facilities Mechanical Supervisor provides supervision, training and work direction to staff by coordinating the daily workflow of repair and preventive maintenance on water plant equipment and related facilities; performs the more advanced maintenance and repair work on water mechanical equipment; implements mechanical training program; implements safe work practices, trains mechanical personnel in safe operating procedures; assists supervisor in evaluating the performance of maintenance staff; may perform any function of the Water Facilities Mechanical Technician II/III. Provides support for Capital Improvement Program and Engineering Projects.

Distinguishing Characteristics

The Water Facilities Mechanical Supervisor is a supervisory, advanced journey level classification in the plant maintenance mechanic series in which the incumbent provides work direction for assigned staff, oversees daily operations, implements and ensures ongoing, effective training programs, and performs the more complex plant equipment troubleshooting and maintenance tasks.
This classification is distinguished from the lower level classification of Water Facilities Mechanical Technician II/III in that the latter is an advanced journey-level classification in the Water Facilities Mechanical Technician series in which incumbents are expected to independently perform the full scope of assigned duties under general direction. Incumbents perform the most advanced work in addition to the full range of duties and are responsible for the daily workflow of repair and preventive maintenance including job scheduling and work assignments but does have oversight for the mechanical training programs. This classification is distinguished from the next higher level classification of Water Facilities Field Supervisor in that the latter position has responsibility for the overall plant maintenance program, including operations, electrical and mechanical maintenance.

Typical Duties

(May include, but are not limited to, those duties listed below.)

  • Assists with planning, prioritization and scheduling of Operations and Maintenance projects.
  • Provides input into the budget process.
  • May be required to perform duties and training related to confined space entry and rescue.
  • Assesses equipment performance and defines maintenance plan; creates project scope for complex repairs; may work with equipment suppliers to create custom repair requiring design changes.
  • Oversees and participates in the installation, testing, calibration, and maintenance of mechanical systems and equipment.
  • Implements safety rules and regulations; assures plant and personnel safety; provides and coordinates safety meetings and trainings; ensures safe work practices and procedures are followed.
  • Performs other related duties that may be reasonably expected as part of this classification.
  • Provides work direction and supervision, including assigning duties, planning, coordinating and/or providing training, and reviewing and evaluating work performance; maintains effective work procedures and resolves on-the-job problems as they occur; participates in the hiring process for staff; recommends selection of employees.
  • Reviews work orders and inspects locations where work is to be performed, noting special equipment needs and difficulties which may be encountered; performs inspections and confirmations on various mechanical system repairs and installations; estimates time, cost, labor and material needs; orders necessary equipment and materials; requisitions materials, supplies and equipment for mechanical maintenance and repair work; ensures the maintenance of adequate mechanical supply inventories; assists in developing and implementing a preventative maintenance program for equipment.
  • In the rare occurrence of a major hazardous material spill, provides initial emergency response per Department safety procedures and provides proper cleaning up and disposing of small spills.
  • Coordinates activities with other divisions, departments, and staff; provides for emergency repair as required; may be called on during off-duty hours to assist with emergencies related to division activities.
  • Assists supervisor with the coordination, scheduling, assigning and prioritizing of work for staff assigned to maintenance and repair of water related equipment, facilities and tools.
  • Makes recommendations regarding the utilization of contractors and vendors; oversees and monitors the work of consultants and vendors including planning, scheduling, and assigning work.
  • Prepares reports and maintains records, such as preventive maintenance reports and work progress reports.
  • Interprets drawings, diagrams, specifications and codes as required; reviews work in progress and work completed to assure conformity with work orders, plans diagrams and specifications.
  • Plans, coordinates, supervises and participates in the installation, maintenance and repair of mechanical equipment at the Water Treatment Plant and related water distribution facilities; troubleshoots and identifies mechanical problems and determines appropriate course of action; designs, fabricates and installs mechanical equipment, systems, and components; ensures code compliance.
  • May conduct tours of the various water facilities for internal and external stakeholders. Performs other related duties as assigned.
  • Provides input into the Capital Improvement Program process and assists the Water Department’s Engineering Division with project planning and inspection.
  • Oversees the Utility Maintenance Technical Trainee programing, ensures trainee receives training opportunities outlined in the program Standard Operating Procedures.
  • May perform any duty of the Water Facilities Mechanical Technician III classification, especially the more difficult and complex plant equipment troubleshooting and maintenance tasks.
  • Operates a variety of test equipment and uses hand tools in the maintenance and repair of mechanical related equipment and systems.

WORKING CONDITIONS
Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing up to 50 pounds is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat and cold. May use chemicals and cleaning products that may expose the employee to fumes, dust and air contaminants. The nature of the work may also require the incumbent to climb ladders, use power tools and noise producing tools and equipment, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and enter confined spaces. Some positions require the incumbent to work both in and around bodies of water to perform assigned duties. The incumbent may be required to respond to after hours emergency call outs and to wear a uniform. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

The minimum qualifications for Education, Experience, Knowledge, Skills and Abilities are the following:
Education and Experience

  • Four (4) years journey-level experience in mechanical maintenance work including the maintenance and repair of industrial machinery and equipment; and,
  • One year lead or supervisory experience.
    • Successful completion of City of Santa Cruz Employee and Leadership Development Program 2008 or later (previously titled City of Santa Cruz Supervisory Training) is accepted in lieu of some supervisory experience.

  • High school graduation or tested equivalent and,

Knowledge:
  • Principles and practices of effective supervision and training techniques.
  • Electrical operation of pumps and motors to troubleshoot and service equipment.
  • Techniques, tools and materials used in the maintenance and repair of industrial machinery and equipment such as large capacity pumps, motors, valves, gear boxes, pressure regulating valves, centrifuges, and compressors..
  • Standard safety procedures related to industrial and water treatment facility equipment maintenance.

Skills:
  • Operating boom truck, dump truck and other similar equipment.
  • Maintaining, adjusting, and repairing industrial machinery and equipment.
  • Operating hand and power tools used in mechanical maintenance work.

Licenses and Certificates
  • Possession and continued maintenance of a valid California class C driver's license.
  • Possession and continued maintenance of a First Aid and CPR certification within one year of date of appointment.
  • Possession and continued maintenance of a California State Water Resources Control Board (SWRCB) Grade D2 Water Distribution Operator certificate or Grade T2 Water Treatment Plant Operator certificate within 24 months of appointment.

OTHER REQUIREMENTS
  • Willingness to wear a uniform.
  • Willingness to perform call-back work as required.
  • Willingness to work nights, weekends, holidays, and overtime.
  • Must reside within a 45-minute response time by the end of probationary period.

DESIRABLE QUALIFICATIONS
  • Knowledge of underwater diving techniques and underwater repair work, including diver certification.
  • Two years experience of heavy equipment operation (excavator, backhoe, skid steer).
  • Knowledge of the techniques, equipment, and materials used in the maintenance and repair of chemical feed and storage systems.
  • Two years of building maintenance experience.
  • Touch screen, smart phone, IPad experience.
  • Fabrication welding with arc and gas welding and cutting equipment.
  • Two years of water distribution main installation and repair.

SALARY - This classification has a nine-step salary range. Appointment may be made commensurate with experience. See the Supervisory MOU documents on the City website for details.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.

INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays 95% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.

Life – City provides a $20,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
RETIREMENT
All new regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
