Job Description


The Iowa Department of Public Health (IDPH) and Department of Human Services (DHS) merged on July 1, 2022, to form one agency, the Iowa Department of Health and Human Services (HHS). We are seeking a Treatment Program Supervisor to join the team at the Civil Commitment Unit for Sex Offenders (CCUSO). This is a full-time position with HHS consisting of 4 ten-hour days, 12:00 pm – 10:00 pm, per week. We also offer a strong opportunity for advancement, growth, and development.


The Treatment Program Supervisor (TPS) supervises and evaluates the work of Psychiatric Security Specialists (PSS) on an assigned shift. The TPS serves as a member of the management team and performs a full range of personnel actions including but not limited to coaching, counseling, evaluating, and disciplining assigned staff, applicant interviews, documentation of staff performance of assigned duties, scheduling, policy development and implementation, and implementation of individualized interventions for patients in accordance with treatment plans established by the Treatment Team. This position regularly attends, participates in, and provides input for treatment team meetings, weekly supervisory meetings, staff development meetings, and patient review meetings. The TPS conducts daily shift meetings with PSS staff, documenting each meeting immediately and accurately, regarding patient management and supervisory directives. The TPS processes and reviews time sheets of PSS staff on assigned shift, approves leave time for PSS staff, monitors attendance and promptness, and ensures that staff work assigned hours.


CCUSO provides a secure, long-term, and highly structured setting to treat sexual offenders who have served their prison terms, but, in a separate civil trial, have been found likely to reoffend. CCUSO has a 5-phase treatment program that includes group and individual therapy, psycho-educational programming, physiological assessments, and transitional release. Patients may also be court ordered into the community through supervised release. Treatment is determined using the Risk-Need-Responsivity Model based on the principles of respect for the person, behavior is changeable, and services align with the individual’s needs.

Minimum Qualification Requirements


Graduation from an accredited college or university and experience equal to eighteen months of full-time, professional employment* working with the intellectually disabled, mentally ill, elderly, physically ill, persons with a disability, delinquents, or civilly or criminally adjudicated adults;


OR


experience providing care and treatment or security for patients or inmates may be substituted for the education and experience in the above clause at the rate of twelve months of full-time experience for 30 semester hours of education with a maximum total substitution of five and one-half years.

Additional Qualification Requirements


Designated positions in this job class require applicants to obtain the required Commercial Drivers License and endorsements within a period of time as determined by the appointing authority at the time of hire.


  • For purposes of qualifying, "professional employment" shall be exemplified by having responsibility for assessment and diagnosis of client problems and needs, developing a plan of treatment, evaluating client progress toward meeting treatment goals, modifying treatment objectives, etc. Work at this level usually requires a prerequisite four or more years of post high school educational training in the behavioral, social, or health sciences. Examples of experience at this level includes but is not limited to Social Worker, Registered Nurse, and Occupational Therapist
