Summary Statement

Water is the Treasure Valley's most valuable resource! The City of Boise is hiring an experienced water treatment professional to join our Recycled Water Team as a Recycled Water Operations Coordinator.

The Recycled Water Operations Coordinator:

  • Manages the distribution, monitoring, and maintenance of recycled water infrastructure and ensures compliance with regulatory requirements.
  • Collaborates with internal and external stakeholders to promote efficient and sustainable water management practices.
  • Is responsible for overseeing and coordinating the daily operations of an advanced water treatment facility.

Essential Functions

Coordinates and provides lead operational supervision of an advanced water treatment (wastewater treatment) facility. Ensures procedures are performed safely and in compliance with local, state and federal regulations and laws. Conducts regular inspections and maintenance activities to ensure the integrity and efficiency of the system.

Performs QA/QC review and management of operational data, maintenance records, sample collection and laboratory testing to assure regulatory compliance. Prepares and submits necessary reports, permits and documentation to regulatory agencies. Provides administrative and procedural support to the facility manager in the development and review of operational SOP’s (standard operating procedures), O&M (operation and maintenance) materials, compliance documents, safety procedures and quality assurance programs. Participates in the development of data management programs and computerized control systems.

Reviews operations and maintenance plans, engineering design documents, industry publications and equipment specifications to advise and make recommendations on process, facility and equipment selection. Participates in facility planning, project design and implementation of sustainability programs.

Develops and delivers training programs for employees and customers on the safe and efficient use of recycled water in compliance with city policy, state and federal regulation and maintains professional licensing and certification. Provides technical support and guidance to staff, contractors and customers regarding recycled water systems and regulations.

Collaborates with internal departments, such as engineering, environmental services, legal and community engagement, to ensure smooth operations and effective communication. Liaises with external stakeholders, including customers, contractors and regulatory agencies, to address concerns, provide information and foster positive relationships. Participates in meetings, committees and industry associations to stay informed about best practices and emerging trends in recycled water management.

Adheres to all health and safety policies, procedures and regulations. Promotes a culture of safety and ensures that all employees and contractors follow safe work practices. Identifies and mitigates potential hazards or risks related to recycled water operations.

Requirements

Required Knowledge, Experience, And Training

  • High school diploma or GED, and
  • 5 years of experience in the operation or maintenance of a wastewater treatment facility, including three years of supervisory or lead operator experience

Level of Knowledge:
  • Wastewater treatment regulations, guidelines and compliance with NPDES permits and all other federal, state and local requirements
  • Principles used in various processes of advanced water treatment including impacts of feed water quality and production, methods of optimizing production and finished water quality
  • Chemical dosing equipment and principles; safe chemical transfer, containment and industrial hygiene practices
  • Chemical, physical and biological processes used in advanced water treatment processes
  • Statistical process control for problem identification and resolution
  • Machines and tools used in advanced water treatment and their maintenance
  • Water quality testing methods, data analysis and interpretation
  • Computer usage including related software

Ability To:
  • Collaborate with supervisory, maintenance and other staff
  • Select, motivate and evaluate staff and provide for their training and development
  • Evaluate, interpret and apply federal and state regulations
  • Perform all routine operator functions
  • Work independently; make decisions and assess the seriousness of situations
  • Read and interpret blueprints, O & M manuals, technical writings, lab and operational data
  • Individuals must be capable of operating vehicles safely and have an acceptable driving record
  • Analyze and troubleshoot complex operational problems
  • Plan, assign, direct and coordinate the work of plant operators
  • Prepare clear and concise records, reports, correspondence and other written materials

Preferred Knowledge, Experience, And Training
  • 10 years of experience including five years of supervisory experience in the operation and maintenance of a large water or wastewater treatment facility, or an equivalent combination of education and/or experience
  • Knowledge of recycled water permits, underground injection control and groundwater quality rules
  • Associate's or Bachelor’s degree in environmental science, civil engineering, chemical or biological sciences, public or business administration or a closely related field
  • Knowledge of operational and laboratory practices required to properly evaluate treatment processes

Licensing And Other Requirements
  • Ability to obtain and comply with annual continuing education requirements for license renewal
  • Valid state-issued driver’s license.
  • Level IV Wastewater Treatment Operator License issued by the Idaho Bureau of Occupational Licenses (IBOL) within six months of appointment

Employees are exposed to mechanical and electrical hazards and work in/at heights. Employees will also drive a vehicle as part of this position. Work includes protected exposure to infectious bacteria, bodily fluids and chemicals.
This position works: As projects or emergencies dictate, weekend, shift and holiday work may be required.
