Job Summary
The Recreation Manager provides innovative leadership and plans, coordinates, and manages the daily operations and activities of the Recreation Division of the Parks and Recreation Department. Responsibilities may include the oversight of maintenance and operation of recreation centers and facilities throughout the City. Exercises direct and functional supervision over assigned staff.
Essential Functions And Decision Making
ESSENTIAL FUNCTIONS Hires, trains, supervises, and evaluates the performance of assigned personnel; assigns work duties; plans, coordinates, facilitates, and/or monitors staff meetings.
Develops and monitors division budget
Establishes short and long-range divisional operating procedures priorities, goals and objectives.
Plans, coordinates, and manages the operations and activities of the City's Athletics, Aquatics and Youth Services divisions.
Oversees Activity Center operations including Natatorium and the daily use of (2) softball complexes, soccer complex, youth baseball complex, tennis courts and outdoor pool facility;
Ensures recreation rental facilities are properly maintained for safe use by the public.
Research, develop and administer youth and adult athletic programming.
Serves as a liaison to the community, neighborhood organizations, public and/or private agencies to include responding to citizen inquiries and complaints.
Annually evaluate charges for fee-based programs and activities, and provide recommendations to the Director and Assistant Director of Parks and Recreation.
Evaluate and implement changes in programs as necessary
Miscellaneous

• Coordinates and conducts special projects and related duties as assigned.
• Leads and demonstrates high quality customer service and assist with other parks and recreation programs as needed.

DECISION MAKING

• Manages assigned budget and special projects.
• Trains, supervises, and evaluates the performance of assigned personnel.
• Ability to prioritize work effectively and efficiently, apply rules and procedures appropriately while planning and conducting group activities; and to ensure safety of program participants.

MINIMUM QUALIFICATIONS (Salary Is Dependent Upon Qualifications)
MINIMUM REQUIREMENTS

• Bachelors Degree in Recreation Management, Public Administration or equivalent is required.
• Five (5) years' experience operating recreation facilities and/or administering athletic, aquatic or youth programming is required.
• Must possess a valid Texas Driver's License with an acceptable driving record.

• Must be able to read, review and comprehend Athletic/Aquatic Rules and Instruction manuals, must be able to read, review and comprehend regulations, municipal codes and handbooks.
• Must be able to read and comprehend budgets and financial records; must be able to review/prepare departmental policies, program records, and administrative reports.
• Effective verbal and written communication skills are required; must be able to maintain positive working relationships with City departments and personnel, boards, community groups, vendors, program participants, and the general public.

PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical requirements include lifting up to 50 pounds rarely. Subject to vision, hearing and talking constantly; sitting, handling and fine dexterity frequently; standing, walking, lifting, carrying and pushing/pulling occasionally; reaching, bending and foot controls rarely.
Working conditions involve occasional exposure to variable and/or extreme weather conditions is involved when assisting with program activities.
