Job Description

Duties

  • The incumbent is delegated authority to plan work accomplished by subordinates, setting and adjusting short term priorities and preparing schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees;
  • The Recreation Therapy Section supervisor serves as the supervisor of the recreation therapy staff and performs duties and responsibilities in accordance with appropriate regulations and directives, operational duties, duties are carried out independently, within the total program. Performance is evaluated and results achieved in conformance to local facility and broad departmental policies.
  • Effects minor disciplinary measures, such as counseling and reprimand and recommends other actions in more serious cases; identifies developmental and training needs of employees, provides or arranges for needed development and training;
  • Supervision given the incumbent is of a minimal and general nature by spot-checking program adequacy, local program objectives and good administrative practices.
  • Evaluates work performance of subordinates; advises, counsels or instructs employees on both work and administrative matters; interviews candidates for positions in the unit; recommends appointments, promotions or reassignments to such positions; hears and resolves complaints from employees referring group grievances and more serious unresolved complaints to a higher level supervisor or manager;
  • Initiates improvement methods to increase quality of work productivity; develops performance standards for the section.
  • The incumbent interprets agency and local policies on own initiative as necessary to encourage cooperative efforts throughout the Recreation Therapy program.
    • Supervision given the incumbent is of a minimal and general nature by spot-checking program adequacy, local program objectives and good administrative practices.
  • The incumbent determines what methods are used to achieve program goals and is expected to make his/her own decisions on a wide variety of matters for which there are clear guidelines or clean precedents existing.

Qualifications

Applicants pending the completion of educational or certification/licensure requirements may be referred and tentatively selected but may not be hired until all requirements are met.
Basic Requirements:
  • English Language Proficiency. Must be proficient in spoken and written English, as required by 38 U.S.C. § 7403(f).
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education. The following education requirements apply to the recreation therapist. (a) A bachelor's degree or higher, from an accredited college or university, with a major in therapeutic recreation or recreation/leisure, with an option and/or emphasis in therapeutic recreation. The degree must be approved by the National Council for Therapeutic Recreation Certification (NCTRC); OR, (b) A bachelor's degree or higher in any field from an accredited college or university and must be a certified therapeutic recreation specialist (CTRS). The degree must be approved by the NCTRC. If hired under this education, the certification cannot be waived.
  • Certification (1) Required Certification. Recreation Therapist. Applicants must be certified in recreation therapy as a CTRS by the NCTRC. If hired under paragraph 3b(1)(b), certification cannot be waived.
  • Physical Requirements. Per VA Handbook 5019, Part II, Para 4.b., a pre-placement physical evaluation is required. This includes an occupational history (statement of health from your medical provider), immunization status and health and tuberculosis screening.
May qualify based on being covered by the Grandfathering Provision as described in the VA Qualification Standard for this occupation (only applicable to current VHA employees who are in this occupation and meet the criteria).
Grade Determinations GS-12. At least one year of creditable experience at the next lower grade level. In addition to the experience above, the candidate must demonstrate all of the following KSAs: i. Ability to provide treatment in complex cases and work with great independence. ii. Ability to balance multiple responsibilities, set priorities, delegate tasks, meet multiple deadlines, analyze organizational problems, and develop and implement effective solutions. iii. Ability to analyze organizational and operational problems to develop and implement solutions that result in efficient operations and use data effectively to manage workload, quality, performance, and productivity within the service. iv. Skill in interpersonal relationships in dealing with employees, team leaders, and managers. v. Ability to use evidence-based practices, clinical practice guidelines in a professional area, and to guide the staff in applying these tools. vi. Knowledge of organizational theories and strategies to positively impact the overall goals and objectives within the service. vii. Knowledge related to administrative functions such as fiscal, material supply, equipment management, and clinical and program management.
Preferred Experience: Must have supervisory recreation therapist experience.

The full performance level of this vacancy is a GS-12.
Physical Requirements: Able to meet the physical demands of the position, which includes: heavy lifting, 50 pounds and over; moderate carrying, 15-49 pounds, pushing up to 4 hours; reaching above shoulder; use of fingers, good dexterity(both hands are required); prolonged walking, standing, repeated bending, pushing, pulling, and twisting; ability for rapid mental and muscular coordination simultaneously; far vision correctable in one to 20/20; ability to distinguish basic colors; hearing (aid permitted); speed in working, and emotional stability. Wears gloves, masks, gown, and eye shields during specific procedures. Must have full manual dexterity and keyboarding skills. Must be able to view and read information on computer screens.
