Lawrence Berkeley National Laboratory is seeking a Real Property and Infrastructure Planning Manager to join the Campus Planning Department in the Operations Directorate. The Real Property and Infrastructure Planning Manager oversees the Infrastructure Renewal and Real Property Asset Management Programs to ensure that new, future, and existing buildings, utilities, and roadways on campus are planned effectively to meet Berkeley Lab’s priorities for current and future development. This position collaborates with all levels of the organization, and externally with University of California (UC), UC National Laboratories, and Department of Energy (DOE) managers, and is accountable for providing recommendations to the Laboratory’s senior management based on studies, analyses, metrics, and other critical factors.
What You Will Do:
- Develop and implement a Strategic Infrastructure Renewal Plan.
- Lead the Laboratory’s Facilities & Infrastructure mission readiness assessments (i.e., functional survey).
- Oversee Infrastructure Project Prioritization, including establishing and managing the project prioritization process by risks and other key factors and advising management on the right infrastructure projects.
- Direct and oversee DOE databases, such as the Facilities Information Management System (FIMS), Active Facilities Data Collection System (AFDCS), and other Real Property Reporting and Data Management programs, the Site Wide Facilities Condition Assessment Program, and the Deferred Maintenance Reduction Program.
- Develop, establish, and maintain Berkeley Lab’s long-term real property asset management plan.
- Develop and establish the process of gathering Facilities & Infrastructure mission requirements and gaps through close collaboration with each of the science programs and Operations partner divisions.
- Provide leadership, technical expertise, and advice to Division and Laboratory management on matters such as critical DOE key performance metrics, Berkeley Lab’s capital projects, Facilities & Infrastructure capital funding requirements, and DOE RPAM 430.1 Order.
- Oversee Land Parcel Planning and Administration, including managing the drafting and preparation of new land parcels requirements, as well as the approval process.
- Manage Berkeley Lab’s Facilities & Infrastructure Mission Readiness, including:
- Manage the Real Property and Infrastructure Planning team (currently two direct reports), including hiring, performance management, training, career development, and succession planning.
- Manage the Laboratory’s critical infrastructure assessments to identify risks and mission gaps.
- Analyze Facilities & Infrastructure capability, capacity, and expansion requirements.
What is Required:
- Ability to prepare and present difficult and complex issues and concepts in a clear and concise manner and to audiences that may be favorable or unfavorable.
- Ability to read and work with architectural floor plans, specifications and construction schedules.
- Extensive understanding of infrastructure planning, including deferred maintenance reduction, condition assessments of buildings and utility systems, and ability to conduct benchmarking surveys and site visits to determine applicability.
- Bachelor’s degree in engineering, facilities planning, or a related technical field from an accredited university and a minimum of 12 years of relevant facilities and infrastructure management experience; or an equivalent combination of education and experience.
- Excellent management, client-service, and problem-solving skills, with the ability to set and manage priorities in a fast-paced, high-performing environment.
- Experience working in a campus, university or business park environment dealing with multiple buildings, utility corridors, and roadways; DOE or government research environment preferred.
- Project Management Professional (PMI) and Certified Facilities Manager (IFMA) certifications preferred.
- Exceptional interpersonal and communication skills, including the ability to work in a collaborative team environment and interact effectively with all levels and disciplines across research and operational programs internally and externally.
- Working knowledge of MS Word, Excel, PowerPoint, AutoCAD, and space databases.
Notes:
- This is a full-time career appointment, exempt (monthly paid) from overtime pay.
- This position is expected to pay $185,000 to $200,000. Salary for this position will be commensurate with the final candidate’s qualifications and experience, including skills, knowledge, relevant education, certifications, plus also aligned with the internal peer group.
- This position is eligible for a hybrid work schedule - a combination of teleworking and performing work on site at Lawrence Berkeley National Lab, 1 Cyclotron Road, Berkeley, CA. Work schedules are dependent on business needs. Individuals working a hybrid schedule must reside within 150 miles of Berkeley Lab.
