REGULAR POSITION
LOCATIONS: Carmelitos Housing Development & West County Housing Development

The Los Angeles County Development Authority is a dynamic, innovative agency created in 1982 by the Board of Supervisors to generate affordable housing, community and economic development throughout Los Angeles County and participating cities. Division Overview:
The Housing Operations Division (HOD) manages 3,229 public and affordable housing units located at 68 sites, serving more than 6,500 residents. HOD generates and utilizes the resources of the LACDA to provide quality affordable housing and expand opportunities to improve the quality of life in housing developments through the involvement of employees, residents, and community partners. HOD also implements and administers various funds for the improvement and modernization of the public housing developments and utilizes various grants to provide needs-based services to public housing residents, including at-risk youth and their families.

Position Overview:
LACDA is currently seeking a self-directed Property Manager to manage and maintain public housing and supervise staff. This position requires a strong working knowledge of supervisory principles and practices and the ability to understand and apply federal regulations and public housing program policies and procedures. The ideal candidate must be able to perform well in a fast-paced environment, plan, organize, and manage multiple assignments, make sound recommendations, and maintain effective working relationships with staff, other agencies, and the public. Strong oral and written communication skills, including leadership and customer service skills are required.

Essential Job Duties

  • Performs difficult and complex assignments requiring decision making, good judgement and problem-solving techniques.
  • Completes annual re-certifications and utilizes the Enterprise Income Verification (EIV) system to analyze correct income and program eligibility.
  • Provides applicants, participants, and the public the established policies, procedures, and regulations.
  • Interviews new applicants and continuing participants to explain program policies and regulations.
  • Supervises, motivates, mentors, and trains staff.
  • Achieves high PHAs and REAC scores.
  • Conducts lease-ins, inspections, and move-outs in accordance with applicable Federal programs guidelines.
  • Reviews and maintains accurate tenant files and other records electronically.
  • Prepares and issues routine lease violations and legal notices.
  • Prepares and administers budget and monitor budget variances.
  • Performs other related duties as assigned.
  • Represent LACDA in legal matters.
  • Prepares budgets, recommend Capital Fund Projects and works with the Resident Council.
  • Maintains charges and late fees, calculates tenant rents and retroactive rents.
  • Collects rents and other charges.
  • Drafts and submits reports as required.
  • Operates office equipment.

Qualifications

A combination of education and/or experience that provides the required knowledge, skills, and abilities to perform the essential functions of the position. Experience, as outlined below, may be substituted for required education on a year-for-year basis.
  • Four (4) years of progressively responsible experience in the administration of public, Section 8, or affordable housing programs.
  • Bachelor’s degree in Public Administration, Social Science, or a related field.
Desirable Qualifications:
  • Bilingual in English and Russian is highly desirable
  • Experience managing and maintaining affordable housing sites while supervising staff.
  • Experience utilizing Yardi or similar housing software program
Knowledge of:
  • Microsoft Office Suite
  • Landlord/tenants laws
  • Effective property management methods
  • Public housing and federal housing program regulations
  • Principles of supervision
Skills in:
  • Supervising, training, mentoring, and motivating staff
  • Preparing complex reports and correspondence
  • Communicating effectively orally and in writing
  • Exercising sound judgment and creativity in making decisions

Salary compensation is dependent on qualifications (experience, education, knowledge, skills, and abilities). Initial salary placement is generally made between the start and mid-point of the posted range. New hires are not eligible to start at the maximum of the posted range.
