Job Description

The Division of Family and Child Health (DFCH) of the New York City Department of Health and Mental Hygiene is charged with the creation and oversight of programs, policies, services, and environments that support physical and socio-emotional health, and promote primary and reproductive health services, health equity, social justice, safety and well-being for New York City families and children. The Division is comprised of the Bureau of Maternal Infant and Reproductive Health, the Bureau of Early Intervention, the Office of School Health, and the Bureau of Administration. Early Intervention (EI) is a comprehensive interagency program that supports infants and children with developmental delays in their efforts to realize their full potential. It reduces the likelihood of delays among at-risk children, assists and empowers families to meet their child's and their own needs, and entitles children, regardless of race, ethnicity or income to services through the programEarly Intervention is legally mandated under Title II-A of Article 25 of New York State Public Health Law to provide for Individualized Family Service Plans (IFSPs) as part of the required services provided by EI. Also, the Office of Special Education Programs ( OSEP) requires State early intervention and Pre-School Special Education Programs to report on child outcomes and the family indicator; a federal requirement. This position is a critical hire for the bureau because the NY Early Intervention System (NYEIS) is the case management and billing system through which all Early Intervention services are authorized, provided, monitored and billed. When staff and providers experience technical difficulties with the application, these activities are delayed, or halted entirely, the NYEIS Help Desk is virtually the only support for resolving such issues. The NYEIS Help Desk Consultant will respond to requests for technical assistance with NYEIS, via phone and electronically. If this position is not filled, the EI Program will be at risk of violating its obligations under Title II-A of Article 25 of Public Health Law, which requires the municipality to ensure that services are provided by contracted agencies as authorized. The program is requesting to backfill one position for Kertrina Forcey who transferred 8/29/2022.

Respond to requests for technical assistance “live”, via phone, and electronically, related to the NY Early Intervention System (NYEIS), and advise callers of the appropriate action/s to follow.
Complete data entry activities for the timely submission of case information into appropriate program databases.
Reach out to service providers, staff and others to obtain information pertinent to service authorizations to complete required data entry activities.
Research and resolve billing issues using NYEIS and other available resources.
Analyze NYEIS using standard request resolution procedures (including tracking calls and monitoring cases) to determine outcomes.
Complete special projects and other tasks as assigned.

Minimum Qual Requirements

1. A baccalaureate degree from an accredited college and three years of satisfactory full-time progressively responsible clerical/administrative experience, one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in "1" above; or
3. A four-year high school diploma or its educational equivalent approved by a State's department of education or a recognized accrediting organization and five years of satisfactory full-time progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in "1" above;
4. Education and/or experience equivalent to "1", "2", or "3" above. However, all candidates must possess the one year of administrative or supervisory experience as described in "1" above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in "1" above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3½ years.
