About the Role:
The Manager, Human Resources Compliance serves as a strategic partner to the enterprise keeping business units and stakeholders aware of any current and future human resources related compliance requirements and potential impact. Consults on and ensures Human Resources related policies and procedures support business needs, comply with local, state, and federal law and Oxford's ethical standards. Based on strategic understanding of business needs and compliance requirements, consults on and/or develops and writes company practices and policies, partnering with areas of Human Resources and business leaders to educate and advise on risks, and provides guidance to ensure that practices and policies are correctly administered. Balances providing strategic consultation and support, as well as hands-on administration of compliance program.
- Continuously monitor and research human resource related compliance requirements. Effectively communicate forward looking requirements to businesses, and partner with stakeholders to review requirements, impacts, and solutions that are both compliant and support unique business needs.
- Monitor, maintain or update, and refine existing handbooks/policies, procedures & workflows, build and streamline as required by new policies, laws based on research of state and federal employment, policies, EEOC guidelines, Wage & Hour law and other areas of human resources related compliance. Maintain comprehensive matrix of multi-state human resources related requirements and current business practice.
- In partnership with Audit, establish and manage HR compliance related audit program to monitor and identify compliance risk.
- In partnership with HCM system (Workday) or applicable vehicle, create or maintain delivery of required compliance requirements (new hire notices, wage change notice, annual notice requirements, new policy delivery).
- Develop, write and, in partnership with Legal, publish HR and related policies that are compliant with all federal, state and local laws and are aligned with the company's current and future business strategies. Guide and advise on implementation of policies.
- As applicable, manage or consultant on compliance training programs, both voluntary and required (example: CA required harassment training).
- Ensure compliance with I-9 Records and E-Verification requirements.
- Develop system for tracking human resources and human resource adjacent compliance related questions, research and risk determination.Manage compliance posting requirements (compliance posters, career site postings, etc).
- In partnership with Tax, research new remote location requirements, process remote requests and support the remote work program. Determine impacts of new remote locations.

Who we would like to meet:
- Experience in retail or similar industry preferred.
- Generally, 6+ years of human resources, employment law, compliance, or related experience.
- Bachelor’s degree in human resources management, business, law, or related field. JD or other advanced degree with experience in employment law preferred
- Clear track record of successfully developing and implementing compliance policies and procedures
