The Role

The Lead Procurement Manager will be responsible for managing the most highly complex and significant vendor agreements and relationships across multiple commodities. Provide subject matter expertise in vendor management and category analysis in support of Lumen acquisition of goods and services for Resale Commercial and Public Sector.

The Main Responsibilities

  • Creatively work with internal customers to challenge and pursue sourcing savings, revenue margins and best practices.
  • Manage contract activity and supplier performance issues for assigned categories.
  • Lead all phases of sourcing and contracting initiatives for complex, multi-million dollar projects.
  • Develop supplier performance evaluation criteria and lead supplier performance management discussions.
  • Negotiate and interpret contract provisions, communicating potential contract, supply chain, and/or economic risks to impacted parties. Determine and communicate implications of solutions and decisions on customer, supplier and company goals.
  • Establishes the strategic plans and objectives to enhance win probabilities and foster customer and supplier relationships that facilitate administration and negotiation of contracts,
  • Ensure adherence to corporate policies and processes.
  • Other duties as assigned.
  • Create and deliver Executive presentations in support of key initiatives and business decisions.
  • Understand and communicate the compliance parameters of a contract by focusing on directing the organization to meet critical schedules and deliverables and resolving critical/complex technical or operational problems.
  • Collaborate with functional business unit owners to develop procurement & sourcing strategies which meet the needs of the business, drive revenue and result in optimal economic benefits for Lumen.
  • Prepares scope documents, communication plans and contract awards. Lead cross functional teams to develop and execute negotiation strategies that include optimal targets for pricing, service, and quality for the most complex vendor relationships.
  • Analyze and allocate business risks associated with specific solutions and contract requirements. Work with multiple functions to optimize use of Lumen products and services in response to government requirements.
  • Provides thought leadership that is recognized across the company. Continually identifies and implements new opportunities for cost savings, cost avoidance, efficiencies and proactively tracks progress towards these objectives. Independently prepares and presents advanced business cases, return on investment models and change management programs to stakeholders and senior management. Apply advanced procurement, supply chain/sourcing principles, theories and concepts.
  • Provide subject matter expertise in the resolution of complex problems that cross a range of topics and processes. Ensure issues and constraints are properly addressed and resolved.
  • Ensure that Lumen has all proprietary nondisclosure agreements, teaming agreements, and subcontracts in place to fulfill customer requirements.
  • Detailed knowledge and skills in federal government contracting, subcontracting and procurement including the Federal Acquisition Regulation and agency supplemental regulations. Requires knowledge of the Defense Acquisition Guidebook (DOD 5000 series), Defense Contract Audit Manual and Defense Pricing Reference Guides and familiarity with Cost Accounting Standards, Small Business Administration policies, and federal appropriations law to the extent applicable in the Sales Module

What We Look For in a Candidate

Required:

  • Minimum 8 plus years of related experience or 5 plus with a Master’s degree.
  • Strong to expert knowledge of procurement systems such as SAP, Ariba and Oracle.
  • Excellent time management and organizational skills.
  • Ability to work independently and in a team environment; self-motivated; strong analytical and problem-solving skills; ability to process large amounts of often complex data; detail oriented.
  • Demonstrated communication and project management skills working with cross-functional teams.
  • Experience working in a fast-paced, high visibility environment with frequently shifting priorities.
  • Experience managing supplier relationships for an assigned set of products and/or services including regular supplier performance reviews and discussions.
  • Advanced Microsoft Office skills, intermediate to advanced Excel
  • Bachelor's degree or equivalent education and relevant experience
  • Intermediate to advanced professional experience in the sourcing and/or contracting (negotiations, drafting and administration)

Preferred:

  • Intermediate to advanced experience in Public Sector, inclusive of EIS, WITS, NASPO contractional functions and requirements. Experience with FAR, DFARS, CAS, TINA, and subcontracting best practices. Previous career experience in federal government subcontracting.
  • Intermediate to advanced sourcing and negotiating Resale (Enterprise/Public Sector). Including SaaS, SDWan, SASE, CPE, CPEaaS, IT, Security, Video, Voice, CDN, Pro Services, Managed Services, VoIP, equipment, professional services.

This information reflects the anticipated base salary range for this position based on current national data. Minimums and maximums may vary based on location. Individual pay is based on skills, experience and other relevant factors.
