The Architect of the Capitol (AOC), a Title II agency, in the Talent Acquisition and Classification Branch Office by providing a full scope of staffing activities. This position will support the AOC with staffing activities to fill vacant positions for all jurisdictions, in addition to supporting the AOC with staffing activities to fill vacant positions for all jurisdictions.
This is a full-time, 40 hours per week position. Work will be performed on-site in Washington, DC, and remotely, based upon a set hybrid schedule.
The WORK
- Conduct the full life cycle “cradle to grave” tasks in performing journey-level hands-on staffing functions for AOC.
- Assist in performing comprehensive eligibility and qualification determinations for applications received for Title II covered positions.
- Provide technical staffing support to the agency by advising and instructing agency management on staffing policies, processes, and procedures.
- Sets pay in accordance with AOC policies and applicable OPM rules and regulations.
- Assist in coordinating staffing activities with individuals engaged in targeted marketing activities (posting on social media, paid advertisements, or career fairs).
- Notify candidates of the status of their applications and respond to their questions regarding the recruitment process.
- Develop and post vacancy announcements to internal and external sources utilizing Monster Hiring Management.
- Coordinate pre-employment activities for selected candidates.
- Assist in closing out case files for filled positions and perform some Human Resources Assistant-related duties.
- Provide reviews, edits, and consultative support in the areas of staffing and recruitment for the OHR, in conjunction with a principal HR Specialist.
- Assist with coding SF-52s to complete all pertinent fields, including computing service computation dates, to provide to other groups for processing within EmpowHR.
- Assist in developing comprehensive HR Assessment Tools. In some cases, this includes building on existing tools, and in other cases, it involves developing new instruments/tools.
- Conduct review and analysis of candidate applications to determine candidate eligibility.
The REQUIREMENTS
- Experience in excepted service hiring authorities is helpful but not required.
- Must have the ability to apply and follow the U.S. Office of Personnel Management (OPM) Qualification Standards for General Schedule and Federal Wage System positions.
- Operation of a PC in an office environment.
- Excellent, demonstrated customer service skills.
- Experience and knowledge of Federal OPM staffing and merit promotion rules and regulations, basic knowledge of OPM classification standards, and federal regulations related to processing the full range of personnel actions and related documents.
- Excellent writing and communication skills with specific attention to detail.
- Must have active technical federal experience with a minimum of 2 to 5 years of journey-level HR specialist “hands-on” life cycle staffing and other HR consulting/administrative experience.
- A degree in HR or a related field is strongly preferred.
- Minimum of 2 years of recent experience using Federal automated application systems such as Monster Hiring Management or USAStaffing.
- Must be willing to work on-site in SW Washington DC a minimum of three days a week and offsite two days a week.
- Must work 5 days per week on a pre-arranged and approved schedule within normal work hours (i.e., between the hours of 7 a.m. – 6 p.m.).
- Able to obtain a federal security clearance; active or recent federal security clearance preferred.
- Exceptional organizational skills, with the ability to handle multiple priorities.
- Excellent analytical and research skills.
