Job Description

SUMMARY

The Human Resources Manager is accountable for developing policy and directing activities across multiple HR disciplines, including, Employment, HRIS, Compensation, Employee Relations, and Employee Services. Manage all Human Resources functions for all companies and divisions.

Essential Job Duties and Responsibilities:

  • Maintains responsibility for organization compliance with federal, state and local legislation pertaining to all personnel matters.
  • Prepares personnel related reports.
  • Oversees the drug testing and background check programs to ensure compliance with federal and state laws and company policies.
  • Analyzes wage and salary data to develop/revise compensation plans.
  • Manage recruitment efforts for divisions as needed (varies from division to division) - create and maintain job descriptions, post open positions, perform phone/in-person interviews and extend offer letters.
  • Coordinates or conducts employee investigations and consult with legal counsel, as appropriate, on personnel matters.
  • Assists with acquisitions as it relates to personnel and HRIS integration.
  • Act as the Plan Trustee and Administrator of 401k Plan, including weekly deposits and annual compliance testing. Ensure that 5500 are done accurately and timely.
  • Developing, writing, and updating policies and procedures; communicating and enforcing organization values
  • Train regional locations on HR and system processes.
  • Manage company health and welfare plans. Work with brokers on annual renewals/Open Enrollment.
  • Responsible for DOT driver qualification and Drug and Alcohol program.
  • Manages the staff of the human resource department

Knowledge, Skills, and Abilities:

  • Bachelor's degree and 4-7 years related experience or training, or equivalent combination of education and experience.
  • Knowledge of compensation and benefits, HRIS
  • High levels of integrity, discretion and dependability required
  • Broad knowledge of state and federal laws affecting HR policies
  • Proficiency in MS Office Applications (Excel, Word, PowerPoint)
  • Ability to handle confidential information
  • Knowledge of DOT DER responsibilities.
  • Strong CA labor law knowledge
