Summary


This position is located in the Office of the Director, Business Operations Center (BOC) in the Office of the Assistant Secretary for Administration and Management (OASAM). BOC is responsible for providing a comprehensive program of administrative and management support services in support of OASAM and Department of Labor (DOL) programs.


This position is outside the bargaining unit.

Help Duties


The incumbent serves as the Executive Assistant to the Director and Deputy Director of BOC and is responsible for conducting a wide variety of special projects, studies and assignments involving DOL-wide support services necessary to support Agency mission objectives as well as budgetary and financial management, organizational planning and evaluation, human resources, and administrative support services as assigned by the Director and/or Deputy Director of BOC.


  • Provides technical support and services in project management, performance management, personnel, position management, etc.
  • Prepares and/or coordinates the preparation of program documents, proposals, reports, and memoranda on policy and program matters.
  • Assists the Director and Deputy Director on a variety of administrative and management issues.
  • Develops and implements the BOC organizational/performance planning ensuring timely submission of quality written materials.
  • Reviews, analyzes, and evaluates program proposals, position papers, reports, and other action documents.
  • Participates with the Director and Deputy Director in the formulation and development of the BOC mission, policies, programs, agency management plan, objectives, and goals.
  • Provides expert advice and guidance to the Director and Deputy Director on all matters pertaining to the administration and management of BOC
  • Develops, recommends, and establishes customer service measurement systems.
  • Plans and independently conducts various confidential and highly sensitive studies that are complex, sensitive, and controversial.
  • Responsible for devising and implementing the day-to-day controls which ensures personnel actions will be consistent with personnel ceiling, budget requirements, and availability of funds.
  • Develops briefing papers, and position or staff papers and provides senior leaders with a full explanation of briefing package contents.
  • Serves as a purchase card holder for the BOC front office.
  • Reviews and approves payment for Purchase Card invoices for supplies, services, etc.
  • Serves as team leader of the BOC front office Administrative Specialist by overseeing the day-to-day operations of the position.
  • Manages the BOC Performance Management System, ensuring employees' standards are prepared and executed timely.
  • Represents BOC senior leaders in contact with key OASAM and DOL officials, as well as officials of other agencies.
  • Leads, tracks, and coordinates BOC assignments to ensure timely and quality submissions.
  • Coordinates personnel administration activities, to include initiating personnel action requests; merit staffing procedures, developing and preparing position descriptions; preparing training nominations and reports; developing performance standards; conferring with BOC supervisors and employees on labor management relation problems, and grievances, etc.
  • Provides timely, thorough, accurate, and objective work products that respond to organizational needs.
  • Participates in strategic and operational planning and related activities.
  • Develops workable and practical goals, objectives, and operating policies.
  • Responsible for assisting senior leaders in conducting special studies and projects to determine the breadth, depth, and methodology of each.
  • Develops measurement criteria to assess the impact of projects or studies on overall goals and objectives of BOC, OASAM, client agencies, and DOL.

Qualifications


You must meet the Basic Requirements listed in the "Specialized Experience" to qualify for Executive Assistant, as described below.


Applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level, GS-14, in the Federal Service.


Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.


Qualifying specialized experience for GS-15 includes:


  • Advising and guiding decision-makers in managing objectives.
  • Developing briefings/position papers, policies, or programs in an effort to communicate information.
  • Developing measurement criteria and conducting complex analysis and evaluation.

Applicants must meet the eligibility requirements of time-in-grade (52 weeks at the next lower grade), time-after-competitive-appointment (90 days), and minimum qualifications (52 weeks equivalent to the next lower grade in federal service). These requirements must be met within 30 days of 07/18/2023, the announcement closing date.

In some cases, you may need to submit more than one SF-50.


Full Promotion Potential (if applicable): This position is at the Full-Performance Level (FPL).


Non-Supervisory Financial Disclosure (if applicable): This position is subject to the confidential financial disclosure requirements of the Ethics in Government Act of 1978 (P.L. 95-521). Therefore, if selected, you will be required to complete a Confidential Financial Disclosure Report (OGE Form 450) to determine if a conflict or an appearance of a conflict exists between your financial interest(s) and your prospective position with DOL. This information will be required annually.
