Description Of Duties/Essential Functions

The purpose of the Supply Chain Management / Warehouse Section is to supply material and equipment to all cost centers that maintain, repair and operate the three (3) Houston Airport System (HAS) airports and associated administration facilities. The centralized warehouse operation ensures HAS realizes economies of scale: reducing storage space throughout the entire system; and utilizing a smaller specialized workforce with the experience required to process and document materials and equipment in and out of the system accurately and safely. The warehouse complex allows HAS to take advantage of buying opportunities and ensures HAS does not have smaller storerooms where control and accountability can become problematic.

The purpose of the Supply Chain Management Airport Superintendent is to perform professional administrative functions in the planning, supervision, organization, administration, and evaluation of operational and support services activities in the maintenance and management of HAS Supply Chain Management Warehouses.Must be able to pass a criminal background check, obtain and maintain federally mandated security clearances where required.

The Supply Chain Management Airport Superintendent duties will include but are not limited to:

• Maintains liaison with airline operations, FAA Control Tower, FBO's tenant, and other units of the Aviation Department.
• Manages materials usage and monitors inventory system and stock levels as required to assure adequate supply of critical items. Under direction, is responsible for establishing procedures to ensure proper care, control and use of tools and supplies.
• Prepares annual budget request for the branch; monitors expenditures to ensure compliance within approved budget limitations.
• Plans, executes, and monitors work assignments consistent with prescribed policies, rules, and regulations.
• Trains and tests subordinate personnel; interprets instructions and specifications; provides guidance, reviews and evaluates the work of section personnel.
• Supervises, through subordinate personnel, all activities in the unit in order to assure the safety and efficiency of airport functions.
• Provides data input and recommendations pertinent to rules, regulations and policies affecting the operations and functions of the section.
• Manages the scheduling and coordination of operations; maintains expenditures to ensure compliance with approved budget limitations.

WORKING CONDITIONS

There are occasional minor discomforts from exposure to less-than-optimal temperature and air conditions. The position may involve dealing with modestly unpleasant situations, as with occasional exposure to office chemicals and/or extensive use of a video display terminal. The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of papers or books (up to 20 pounds or an equivalent weight) may be required. Additionally, the use of warehouse equipment such as ladders, pallet jacks, forklifts, etc., may be occasionally required.

Minimum Requirements

EDUCATIONAL REQUIREMENTS

Requires a Bachelor's degree in Engineering, Public Administration, Aviation Management, Business Administration or related field.

Experience Requirements

Six years of progressively responsible experience in airport operations and/or maintenance of an airport or comparable facility are required, preferably with at least three of those years in a supervisory capacity.

High school diploma and ten years of responsible experience in airport operation and/or maintenance of a civil airport, preferably with at least four years in a supervisory capacity, may be substituted for the above requirements.

• Preference shall be given to eligible veteran applicants provided such persons possess the qualifications necessary for competent discharge of the duties involved in the position applied for, such persons are among the most qualified candidates for the position, and all other factors in accordance with Executive Order 1-6.**

Preference will be given to applicants with professional warehouse inventory management experience. Proficient in Microsoft Office products (Word, Excel, PowerPoint, and Outlook). Consideration will be given to applicants with previous extensive experience in updating warehouse inventory control processes/systems. The ideal candidate will have experience in the supervision / management of warehouse inventory processes.
