Job Description
Description

Flagler County is looking for an Accounting Clerk in our Health and Human Services Department. This position is increasingly responsible fiscal & clerical work in keeping and maintaining specialized state, federal and county fiscal and accounting records.

Examples of Duties

  • Conducts complex and routine audits of a variety of records by examining, verifying, and reviewing accounts and invoices.
  • Coordinates annual equipment inventory and disposition of records for all divisions.
  • Responsible for tracking and follow-up of client copays for compliance with grant requirements
  • Prepares invoices for payment. Maintains expenditure records.
  • During emergencies, all employees are considered essential personnel and may be required to perform alternate duties.
  • Coordinates and processes all Adult Day Care administrative functions including, Medicaid LTC billing, Grant copay billing, accounts receivable, maintenance of attendance records and assists with most purchasing and clerical tasks.
  • Purchases office supplies for all divisions and maintains record of expenditures
  • Reviews encumbrances as to availability of funds.
  • Performs related work as required.
  • Assists Financial Management Coordinator and Program Managers with calculating the cost of operation of department wide activities, grant required Service Cost Reports, and preparation of budget estimates.
  • Prepares intricate schedules/reports using spreadsheet or word processing software.
  • Enters weekly payroll and maintains payroll and personal leave records.
  • Processes and assembles data for computer input. Enters and edits accounting transactions into on-line financial system to include; purchase order requisitions, change orders and receipting, purchasing card transactions, and other transactions as necessary.
  • Prepares and records weekly deposits for all divisions in accordance with best practices/checks and balances.

Minimum Qualifications

  • Comparable experience, education, and training may substitute for minimum qualifications.
  • Minimum of 2-years experience as an Accounting Clerk or equivalent.
  • Graduation from High School or equivalent.

Knowledge, Skills and Abilities

  • Must have the ability to make mathematical calculations with accuracy and reasonable speed.
  • Previous experience with working to serve the public and/or general customer service experience is preferred.
  • Must have a working knowledge of principles and practices of bookkeeping and ability to apply this knowledge in varied work situations. Multi-tasking is essential.

  • Expressing or exchanging ideas by spoken word or perceiving sound by ear.
  • 10 lbs. Maximum lifting.
  • Occasional lifting, carrying, pushing and pulling.
  • Good eye sight for production or safety of self and others.
  • Some occasional walking or standing may be required.
