COMPENSATION &BENEFITS:
0-3% Merit upon successful completion of the probationary period and 0-3% annual merit increases thereafter based upon evaluation score.

Description
- Manages and directs the activities of assigned staff; coordinates, prioritizes and assigns tasks and projects; tracks and reviews work progress and activities; directs the recruitment and selection of staff; undertakes disciplinary action as required; conducts performance evaluations; ensures appropriate scheduling of staff to ensure proper operational coverage.
- Maintains, monitors and coordinates Camp youth inventories and needs; Completes Accident/Injury Reports, Incident Reports, Medical Assessments, and other documentation as needed.
- Keeps the Director adequately informed of Camp counseling issues, problems, goals; parental concerns; county placement issues, bed and population count.
- Manages and ensures the safety and security of the staff, detainees, visitors and facilities; assures a safe and functional environment; compliance with established safety protocols to protect detainees from personal injury.
- Performs a wide range of general administrative duties; reports, documentation, and time cards; updates and maintains files, records, and other documents; compiles data for management purposes, and prepares reports as required.
- Monitors and evaluates trends in juvenile detention and recommends operational and policy improvements; the integrity, professionalism, attitudes, values, and goals of the Camp programs by assuring all rules and regulations are followed; evaluation of counseling, treatment, and other programs, services, and special events.
- Consults with counselors to assess cases and staff performance; checks and inspects work for completion, quality and timeliness; reviews and assures the accuracy of client files and documents; reviews and analyzes records and reports; prepares special and recurring reports.
- Assists and interacts with County departments, support staff, outside agencies, organizations, advocates, Federal, State, and Local law enforcement, and justice organizations.
- Manages, monitors, and controls youth services operations and programs at the Camp; plans, develops, implements and manages programs that achieve the goals and objectives of the department.
- Represents the County with dignity, integrity, and a spirit of cooperation in all relationships with staff and the public.
To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.
Education and Experience:
Bachelor's degree in Psychology, Social Work, or a closely related field; AND four (4) years of professional level juvenile counseling experience, two (2) years of which were in a supervisory role; OR an equivalent combination of education, training and experience.
Required Knowledge and Skills
Knowledge of:
- Theories and principles of counseling, case management, child and family assessment, intervention and therapy.
- Assessment instruments and techniques.
- Correct business English, including spelling, grammar and punctuation.
- Principles and practices of developing teams, motivating employees and managing in a team environment.
- Principles and practices of employee supervision, including selection, work planning, organization, performance review and evaluation, and employee training and discipline.
- Standard office practices and procedures, including filing and the operation of standard office equipment.
- Techniques for dealing with a variety of individuals from various socioeconomic, ethnic and cultural backgrounds.
- Indicators of physical and emotional risk and intervention techniques and resources.
- Principles and practices of contract negotiation and administration.
Skill in:
- Maintaining accurate case records and records of work performed.
- Interpreting, applying and explaining applicable laws, codes and regulations.
- Developing effective work teams and motivating individuals to meet goals and objectives and provide customer services in the most cost effective and efficient manner.
- Assisting in developing and implementing goals, objectives, policies, procedures and work standards.
- Providing effecting counseling to clients and their families.
- Establishing and maintaining effective working relationships with those contacted in the course of the work.
- Planning, assigning, supervising, reviewing and evaluating the work of staff.
- Training staff in work procedures.
- Observing, interpreting and accurately recording behavioral events.
- Maintaining accurate records and files.
- Exercising sound independent judgment within established procedural guidelines.
REQUIRED CERTIFICATES, LICENSES, AND REGISTRATIONS:
- JIREH certification within six (6) months of date of employment.
- Valid Driver’s License.
- CPR and First Aid certifications within six (6) months of date of employment.

Mobility to work in a typical detention facility and use standard office equipment; stamina to sit for extended periods of time; strength to lift and carry up to 50 pounds; agility to subdue and restrain juveniles; vision to read printed materials and a computer screen, and hearing and speech to communicate in over the telephone and radio systems.
Incumbent is subject to exposure to blood and air borne diseases.
CONDITIONS OF EMPLOYMENT:
