    Schedule: 34 hours per week plus County benefits. This is a grant-funded position.

    Examples of Duties

    Responsible for strategizing and leading an effective youth workforce development program that ensures that teens and young adults facing serious barriers to long-term and successful employment have the opportunity to succeed and thrive; on-going design, performance enhancement, evaluation and sustainability and; ensuring that the overall program mission, goals and outcomes are met.

    Essential Job Duties

    • Plans, implements and operates youth programs and services, including year-round programs for low-income and special needs youth.
    • Works with the County procurement office to develop and issue Requests for Proposals for service providers. Review and rates proposals. Oversees program selection and funding determination.
    • Staffs the Workforce Development Board Youth Committee.
    • Participates in special assignments or projects as required.
    • Oversees the development of youth-related outreach materials, including agency annual reports, the Web site, brochures, operational handbooks for summer and year-round programs.
    • Prepares reports and presentations on youth issues and programs for the Workforce Development Board.
    • Participates in monitoring visits by the Department of Labor, Licensing and Regulation.
    • Plans and implements the Summer Youth Employment Program, including recruiting businesses and other employers to offer summer jobs, and securing funding from partner organizations.
    • Develops, revises, and makes operational youth program policies in accordance with federal, state and county regulations.
    • Assists in the preparation of agency plans, grants proposals, concept papers, and marketing materials.
    • Assists in the development of agency goals and objectives related to teenagers and young adults.
    • Prepares and analyzes a variety of statistical and narrative reports.
    • Represents the Department and Baltimore County at local, state and national workforce development meetings and conferences as assigned.
    • Prepares confidential and substantive correspondence for manager’s signature.
    • Actively seeks partners and additional funding for youth programs. Coordinates services with partner agencies. Prepares related solicitation letters, memos of understanding, and budgets.
    • Conducts ongoing evaluations of program effectiveness.
    • Plans, supervises, and reviews the work of youth services staff. Determines ongoing training and professional development needs.

    Qualifications

    Education: Bachelor’s degree from an accredited college or university.

    Experience: Three years of experience in related work, such as workforce development or project management.

    • Knowledge of WIOA, particularly in terms of the Youth Program
    • Skill in enhancing the ability of young people to succeed in the world of work
    • Ability to self-motivate
    • Excellent communication skills, including written and oral presentations
    • Ability to develop relationships and collaborate effectively with diverse groups of internal and external stakeholders
    • Strong skill in using computers, including word processing, spreadsheets and graphic tools

    The work of this classification is essentially sedentary, but may involve occasional walking, other limited physical activity and occasional travel between work sites using personal vehicle.

    Drug Screen and Employment Background Investigation

    Flexible Spending Accounts

    Life Insurance
    In order to qualify for life insurance benefits, part-time employees must be scheduled for four (4) full work days plus two (2) hours each week.

    Employees may elect basic term life insurance for themselves equal to one time the employee's annual salary, rounded to the next higher $1,000. Employees contribute a portion of the premium through monthly payroll deductions. The County also offers an Additional/Employee paid Life Insurance plan with coverage up to $100,000.

    Retirement
    Employees are required to participate in the Baltimore County Employees' Retirement System, with very limited exceptions.

    Paid Leave
    Sick Leave - Monthly sick leave earnings prorated based on the number of hours worked per week. No maximum on accrual. Accrued balance can be applied toward service credit at retirement.

    Vacation Leave - Monthly vacation leave earnings prorated based on the number of hours worked per week. Earnings increase after five, ten and fifteen years of service generally.

    Holidays - Part-time 30 to 39 hour non-merit or non-classified employees will generally be paid for ten holidays per calendar year. Other part-time, non-merit or non-classified employees working 29 hours per week or less will receive two paid holidays per calendar year. These holidays are the Christmas holiday and the Independence Day holiday.
