The Vice President of Procurement and Contract Services supports and assists the Chief Financial and Internal Audit Officer in the establishment of major economic objectives, business strategies, and policies and procedures for the company. The Vice President of Procurement and Contract Services directs and coordinates all the procurement and contracts affairs of the organization and subsidiaries according to procurement standards and donors’ rules and regulations.
The Vice President of Procurement and Contract Services has oversight of SWK procurement, contract monitoring, fleet management, travel services, and corporate credit card administration. This includes leading purchasing efforts, tracking contracts and vendor performance, acquiring, and disposing of fleet assets, establishing, and maintaining cost-effective travel procedures, and issuing and monitoring corporate credit cards. Also, this role will develop and maintain SWK inventory systems and implement innovative solutions to promote effective supply chain management. In addition, the Vice President ensures that all functions operate in accordance with all applicable local, state, and federal regulations.
The role will require experience in managing a diverse group of professionals in a dynamic and fast-paced environment. The individual will have a thorough understanding of federal contracting and subcontracting principles, the ability to develop innovative solutions to a variety of unusually complex problems, excellent verbal and written communication and presentation skills, excellent interpersonal and leadership skills, ability to organize, schedule, and coordinate and lead teams assigned to cover various objectives.
Essential Functions:
- Effectively address and steer risk management by staying current with evolving quality factors as product complexity increases.
- Maintain compliance with all regulatory requirements and ethical standards related to procurement.
- Drive innovative solutions, from restructuring supplier relationships to reengineering spending with an overall goal of increasing value creation while appropriately streamlining spend.
- Approves supplier contract negotiations, guaranteeing the attainment of the most advantageous pricing, terms, discounts, allowances, quality, delivery, service, and demand management.
- Create effective quality controls and continuous improvement programs.
- Successfully developing and implementing comprehensive succession planning, mentoring, and future development programs for employees.
- Ability to work across all segments of the Procurement value chain – sourcing, contract management, procure-to-pay, eSourcing, vendor risk management, vendor management.
- Manages capacity through effective demand planning and prioritization in collaboration with business stakeholders and sourcing team to ensure operational efficiency, drive value, and reduce cost.
- Develops, coaches, and mentors’ key talent to build a world-class procurement organization that spans multiple geographical areas for 60+ employees.
- Develop and implement sourcing strategies for approximately $300+ million in addressable spend.
- Lead the inventory management function which includes achieving a targeted turnover of products to maximize cash utilization and adjust inventory needs to support new product and service goals of the organization and other related activities.
- Lead the effort to create a long-range cost/demand assumption forecast, including the use of predictive analytics to forecast future purchasing demand requirements versus past purchasing history.
- Define and drive all procurement strategy, analysis, planning, and performance measurement.
- Be the face of all assigned functions, set the agenda, communicate with key stakeholders, and ensure executive leadership is aware of progress/roadblocks and results.
- Serves as the SWK chief procurement officer.
- Audit existing workflow and processes, establish baseline performance metrics and innovate and streamline at every turn.
- Identify and execute procurement initiatives that improve SWK’s financial and operating performance. Key areas of focus will be to 1) Gain economies of scale by creating procurement/strategic sourcing processes to drive down cost and improve gross margins; 2) Drive best practices to a more efficient/leveraged operation; 3) Hedging commodity risk; 4) Manage supply chain volatility to meet SWK objectives.
- Obtain credibility with the entire organization via a collaborative style by demonstrating expertise in procurement/strategic sourcing and the operational and financial value this function can bring to SWK.
- Implement a sustainable sourcing and procurement strategy with related staffing and SWK-wide processes to gain alignment with critical suppliers.
- Lead major projects and change programs that have positively impacted the business.
- Define and implement best-in-class processes and supporting technology to improve efficiencies, analytics, reporting, and compliance.

- Establish and maintain the sourcing strategy for SWK including the shaping of supply chain strategies and metrics for assigned categories.
- Draft and implement sourcing policies and help define enforcement approach with SWK executive leadership.
- Lead strategic planning efforts for sourcing around SWK’s strategic and operations goals that help support best-in-class supply chain execution.
- Directs and approves the planning process with Sourcing Managers in developing and recommending sourcing solutions, distribution channels, and execution of best practices. Applies analytics to enable optimized cost savings and supply base. Collaborates closely with supply teams to establish inventory/replenishment metrics and drive supplier performance.
Qualifications:
- At least 5 years of state and federal grant management experience.
- 10-15% travel may be required.
- At least 8 years of experience in overseeing procurement and contracts in a large complex organization with $300 million or more in spend.
- Master’s degree with at least 15 years of procurement/purchasing, and contract experience.
- At least 7 years of experience in state and federal regulations and guidelines.
- At least 6 years’ experience in project management at a large complex organization.
Preferred
- Bilingual English/Spanish.
- Non-profit experience.
- Certified Texas Contract Developer (CTCD), Certified Texas Contract Manager (CTCM).
- Project Management Professional (PMP) certification.
