PROCUREMENT QUALITY MANAGER

POSITION SUMMARY
The Procurement Quality Manager will liaise between our company and suppliers, Joint Venture Partners, and Clients/Owners to ensure all equipment and materials purchased to execute project work meet product specifications before and upon arrival to the work location for installation. The selected candidate will evaluate the quality-related competency of potential suppliers and subcontracts, specifying, reviewing, and validating quality-related documents and processes, developing plans for inspecting the work at manufacturing facilities, and work with third-party agencies to ensure that the services provided meet all expectations regarding inspector qualifications, quality of inspection preparation, quality and efficiency of inspection execution, quality and completeness of reporting, and follow-up.

RESPONSIBILITIES:

• Comfortable managing multiple tasks concurrently.
• Understands the technical, organizational, managerial, and business issues related to operations management.
• Review technical reports to confirm compliance or describe noncompliance and proposed resolution methods.
• Provide technical direction and expertise to Quality and Procurement personnel.
• Maintain effective relationships with suppliers and project team members.
• Provide technical direction to shop inspectors, perform duties of a discipline lead, and or interface with other disciplines in accordance with departmental standards.
• Use smartphone, tablet, and personal computer to support electronic mail and standard Microsoft Office software. Must demonstrate the ability to design database tools or modify tools in place to address the projects needs.
• Attend pre-inspection meetings when necessary.
• Assist with review of Procurement requests for proposals and Pos for inclusion of correct information and documentation.
• Communicate surveillance and quality-related matters to clients, project management, engineering, logistics, expediting, and procurement personnel.
• Communicate with responsible engineers in the identification and resolution of quality issues.
• Develop supplier inspection plans and inspection schedules based on supplier criticality, project budgets, industry specifications / best practices, and client requirements.
• Conduct inspection requirements meetings with the suppliers before commencing work to review the levels of inspection required during the manufacturing or fabrication process.
• Review purchase orders, drawings, and specifications to determine the requirements and level of inspection required for the items of the purchase orders.
• Attend pre-award meetings when necessary.
• Carry out other duties as specified by Procurement Quality Director
• Assure compliance with Enterprise Procurement policies and procedures.
• Ability and willingness for up to 20% travel, if required.

REQUIREMENTS

• Prior/ current certification to API-510 or
• Knowledge of writing, reading, and interpreting Inspection Test Plans
• High School Diploma or GED
• Minimum of SNT TC-1A training
• Level 1 certification in one of the following NDT methods (VT, PT, MT, RTI, UT)
• Current AWS CWI / CAWI
• Ability to work independently with little or no supervision
• 7+ years experience as an inspector or craftsman in related manufacturing or construction
