Description


Overview


The Senior Project Manager provides technical expertise in the planning and implementation of multiple capital projects. He/ she manages projects from initial planning stages to construction completion, including developing scopes of work, initial budgets and schedules, leading project meetings and coordinating project activities, monitoring and ensuring progress throughout the project duration, and addressing scope, schedule and budget issues thoroughly and promptly. In addition, this position will provide the Capital Planning team with guidance and oversight in the capital project approval process, including projects with the NYC Department of Design and Construction (DDC) and Office of Management and Budget (OMB).


We are looking for someone we can count on to:


Own:


  • NYPL CPLCON has an active portfolio of capital projects throughout our 88 branches and three research centers. The successful candidate will manage all aspects of multiple capital projects from initial planning stages to construction completion. The projects will range in value from $3M to $50M.


Teach:


  • Share best practices from prior experience.
  • Methods that can improve project delivery; including processes for better tracking and accountability.


Learn:


  • The city capital funding process; including funding requirements by type and processes for releasing funding.
  • Various types of project funding and requirements of each type of funding.
  • NYPL stakeholders and incorporate their needs into designs in order to have complete, functional and meaningful projects.
  • NYPL Design Standards and integrate into all Capital projects.


Improve:


  • Project delivery timeframes and methods.


Some expectations for this role are that within:


1 month, this person will:


  • Familiarize themselves with NYPL organizational structure, internal stakeholders, agency partners and outside consultants by attending meetings and shadowing colleagues; as well as, reviewing organizational charts, active project reports, Atlas and budget documents.
  • Review Design Standards and assigned projects documents.
  • Visit a variety of branches to understand typology of buildings and conditions.


3 months, this person will:


  • Track project status in ServiceNow; including regulatory approvals.
  • Understand various project delivery models used by NYPL's CPLCON division.
  • Independently reach out to stakeholders for input.
  • Attend and participate in design meetings with library stakeholders, agency partners and consultants. Includes scheduling and agenda development.
  • Understand the various funding sources and what is required for funding release from NYC Office of Management and Budget.
  • Plan, prioritize, and organize work effectively to produce measurable results; keeps current with and effectively applies new work methods, skills and technologies to complete work.
  • Have an in-depth understanding of assigned projects' scopes of work, design documents and project history.


6 months and beyond, this person will:


  • Attend public meetings on behalf of NYPL.
  • Coordinate and /or prepare presentation materials for both internal and external presentations. Attend public meetings on behalf of the NYPL as needed.
  • Coordinate and lead project meetings as required. Ensure appropriate staff on meetings and agenda/required materials prepared for a successful and well organized meeting.
  • Monitor and manage consultant contracts; draft scopes of work, requests for proposals, review contract documents and MOUs as needed.
  • General understanding or insurance requirements for projects.
  • Obtain end-user approvals of major project submissions throughout the project duration, including space programs, floor plans, furniture and equipment, materials and color selection and coordinate delivery of project close-out materials with library facilities
  • Develop project budgets based on industry standards.
  • Provide concise and well organized project updates to manager when requested.

  • Manages direct NYPL Consultants and Vendors for various Capital projects
  • Provides support to NYPL Consultants/ Vendors to ensure all projects are successfully completed


Required Education, Experience & Skills

  • Bachelor's degree or higher in Architecture, Engineering, or Construction Management


Required Experience


  • Experience preparing materials for and presenting at public meetings
  • Accomplished project manager, including a high level of technical knowledge in project design and construction processes
  • Successfully demonstrated project management experience on public projects
  • Experience with permitting and regulatory agency requirements
  • Prior experience in administering NYC Capital projects and working with NYPL's sister agency - DDC strongly preferred
  • Project implementation experience in an environment which there is a substantial public presence
  • Experience managing/designing projects on historic and/or landmark buildings, building systems and building infrastructure
