Basic Function

Under general supervision, coordinates, leads and directs the daily workflow of repair and preventive maintenance on wastewater or water treatment plant equipment and related facilities, including job scheduling and assigning work; implements safe work practices and trains maintenance mechanic personnel in safe working procedures; assists supervisor in evaluating the performance of maintenance staff; performs all functions of the Plant Maintenance Mechanic II classification and related duties as assigned.

Distinguishing Characteristics

The Senior Plant Maintenance Mechanic is a supervisory, advanced journey level classification in the plant maintenance mechanic series in which incumbents provide work direction for assigned staff, oversee daily operations and perform the more complex plant equipment troubleshooting and maintenance tasks. This classification is distinguished from the next lower classification of Plant Maintenance Mechanic II in that the latter is the journey level classification assigned to the plant maintenance mechanic series.

Typical Duties

(May include, but are not limited to, those duties listed below.)
  • Ensures that proper safety practices and procedures are followed.
  • Performs all duties of the Plant Maintenance Mechanic II.
  • Performs other related duties as assigned.
  • Performs the more difficult and complex plant equipment troubleshooting and maintenance tasks.
  • May be required to perform duties related to confined space entry and rescue.
  • Trains, directs, reviews and evaluates work of assigned staff; ensures that overall quality is maintained.
  • Assists supervisor with the coordination, scheduling, assigning and prioritizing of work for staff assigned to maintenance and repair of water and wastewater related equipment, facilities and tools.
  • Assists supervisor with maintaining an inventory of parts and supplies needed to perform preventive maintenance and repair of plant equipment, and in ordering supplies when needed.
  • Ensures that equipment and tools are maintained in good working order.
WORKING CONDITIONS
Position requires prolonged sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when inspecting work and operating assigned equipment. The need to lift, carry and push tools, equipment and supplies weighing up to 100 pounds is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, heat and cold. May use chemicals and cleaning products which may expose the employee to fumes, dust and air contaminants. The nature of the work may also require the incumbent to climb ladders, use power tools and noise producing tools and equipment, drive motorized vehicles and heavy equipment, work in heavy vehicle traffic conditions and enter confined spaces. Some positions require the incumbent to work both in and around bodies of water to perform assigned duties. The incumbent will be required to respond to after hours emergency call outs and to wear a uniform. Some of these requirements may be accommodated for otherwise qualified individuals requiring and requesting such accommodations.

Minimum Qualifications

Knowledge, Skills and Abilities
Working knowledge of:
  • The standard safety procedures related to industrial and water or wastewater treatment facility equipment maintenance.
  • The techniques, tools and materials used in the maintenance and repair of industrial machinery and equipment such as large capacity pumps, motors, valves, gear boxes, pressure regulating valves, centrifuges, compressors and boilers (depending on the area of assignment).
Knowledge of:
  • The installation, operation and maintenance of automatic control valves (Required for Water Department position only).
Basic knowledge of:
  • The electrical operation of pumps and motors to troubleshoot and service equipment.
Skill in:
  • Operating hand and power tools used in mechanical maintenance work.
  • Maintaining, adjusting and repairing industrial machinery and equipment.
  • Operating boom truck, dump truck and other similar equipment.
Ability to:
  • Establish and maintain effective working relationships with others.
  • Train, assign, direct and review the work of others.
  • Perform assigned duties while wearing respiratory protection equipment.
  • Perform manual labor involving frequent bending, pulling, pushing, lifting and carrying of weights up to about 100 lbs.
  • Recognize unusual or dangerous operating conditions and make sound judgments within established guidelines.
  • Act in a courteous and diplomatic manner with members of the public.
  • Follow oral and written directions.
  • Communicate effectively orally and in writing.
  • Complete and maintain accurate records.
  • Read blueprints, drawings and construction diagrams.
  • Observe safety principles and work in a safe manner.
OTHER REQUIREMENTS
  • Must be clean shaven at all times as required to wear respiratory protection equipment.
  • Must reside within a 45-minute response time by the end of probationary period.
  • Willingness to perform call-back work as required.
  • Willingness to wear a uniform.
EDUCATION AND EXPERIENCE
Any combination of education and experience that provides the skills, knowledge and abilities required is qualifying. A typical way to obtain these requirements would be:
  • High school graduation or tested equivalent and four years journey-level experience in mechanical maintenance work including the maintenance and repair of industrial machinery and equipment.
LICENSES/CERTIFICATES
  • Possession and continued maintenance of a valid California Class C driver's license and a safe driving record.
Positions assigned to the Public Works Department Wastewater Mains Division or Wastewater Treatment Facility require:
  • Possession by the end of the probationary period and continued maintenance of First Aid and CPR certification.
DESIRABLE QUALIFICATIONS
  • Possession of a California Water Environment Association (CWEA) Grade II Mechanical Technologist certificate.
  • Experience performing fabrication welding with arc and gas welding and cutting equipment.
If assigned to the Water Treatment Plant
  • Possession and continued maintenance of First Aid and CPR certification.
  • Knowledge of the techniques, equipment and materials used in the maintenance and repair of water lines.
  • Possession of a Grade T1 Water Treatment Plant Operator certificate or a Grade D1 Water Distribution Operator certificate issued by the State of California Department of Health Services.
  • Possession and continued maintenance of a National Association of Underwater Instructors (NAUI), Professional Association of Diving Instructors (PADI) or equivalent certificate as a scuba diver.

SALARY - This classification has a nine-step salary range. Appointment may be made commensurate with experience. See the Supervisory MOU documents on the City website for details.
APPOINTMENT - Any candidate selected by the appointing department may be required to pass a pre-employment medical exam administered by a City-selected physician before hire to non-sedentary positions. Prior to starting work, all newly hired employees will be fingerprinted to check conviction history. A conviction history will not necessarily disqualify an applicant from appointment. Candidates must present documentation verifying authorization to work in the United States and take a loyalty oath as required by the State of California at the time of hire. Appointments to regular positions are subject to a six-month probationary period which is considered a part of the selection process. Probationary employees may be terminated without recourse during this period. Positions which are covered by the Department of Transportation regulations are required to submit to a pre-employment drug test and to random drug and alcohol testing.
LEAVE
Vacation – 80 hours/year up to 5 years, 120 hours/year 6-10 years, plus 8 hours for each year after 10 years up to a maximum of 160 hours/year.
Sick – 12 days/year
Holidays – up to 11 days/year
Floating Holidays - 24 hours per year
INSURANCE – (available to employee and eligible dependents)
Medical – Depends on plan selected; City generally pays 95% of the cost of coverage. Participating members make an additional $35 contribution per pay period towards health care benefits.
Dental, Vision, Employee Assistance Program – City currently pays full cost of employee and family coverage.
Life – City provides a $20,000 life insurance policy.
Long Term Disability – City provides a long term disability plan.
RETIREMENT
All new regular employees become members of PERS. Public Employees' Retirement System (PERS) 2% @ 62 (3 year average). Prior PERS membership may affect retirement formula. Employees contribute 11.25% of their salary to PERS on a pre-tax basis. An employee is vested after 5 years of membership. No Social Security is withheld.
