Job Description
The Position


The City of Riverside, Public Utilities Department (RPU) is accepting applications for the position of Safety Coordinator to fill one (1) vacancy in the Electric Division. The eligibility list established may be used to fill the current and/or upcoming vacancies within this classification for up to twelve (12) months.


Under general supervision, perform a variety of complex tasks to develop, plan, coordinate, and manage occupational safety and health programs in support of assigned department/division activities including emergency services; coordinate and conduct safety, technical training, and other related trainings; manage hazardous waste and materials; write procedures; conduct safety inspections; provide technical staff assistance; and perform work as required relative to assigned area of responsibility.


Work Performed


Duties may include, but are not limited to, the following:


  • Coordinate regulatory agency inspections, investigations, and provide appropriate documentation.
  • Coordinate and participate in the City's emergency response program; assist to ensure that the Emergency Operations Center is maintained in a ready status as it pertains to the department/division.
  • Organize, schedule, and coordinate Emergency Services Program activities and other related programs; conduct special interest programs and presentations.
  • Develop and implement various training programs on disaster preparedness and response problems for City employees and members of the community.
  • Maintain records, documentation, and develop reports concerning new or on-going programs and program effectiveness; maintain various records and file reports; prepare statistical reports as required.
  • Assist in the preparation and administration of the Emergency Services Program and occupational safety and health budget.
  • Provide effective customer service internally and externally to the organization.
  • Provide post-disaster recovery assistance to selected City recovery teams.
  • When assigned to Public Works, may provide technical training and administrative assistance with the Wastewater Operator in Training (OIT) program.
  • When assigned to Public Works, acts as the Public Works Department representative with external groups and agencies as necessary to assume assigned responsibilities, including participation in various safety committee assignments.
  • Develop, schedule, and conduct required safety and technical training related to plan operation.
  • Develop, maintain, and coordinate the division safety incentive program.
  • Maintain an inventory of necessary supplies and ensure their proper and adequate storage and availability.
  • Complete workplace and program safety inspection and audits.
  • Coordinate, manage, inspect, and schedule the appropriate handling, removal, and disposal of onsite hazardous waste.
  • Review and update various procedures and policies related to the area of responsibility.
  • Assist in the implementation of goals, objectives, policies, and procedures.
  • Respond to major safety incidents on an on-call basis and under emergency conditions.


In addition to the above duties, when assigned to Riverside Public Utilities, duties may include, but are not limited to:


  • Investigate and analyze incident reports and complaints involving work related accidents, injuries, and illnesses.
  • Work closely with the Utilities Safety and Training Manager in scheduling training for departmental staff.
  • Assist in safety audits and help to oversee the department to identify recognized safety and health hazards, site vulnerability assessments, and emergency preparedness.
  • Assisting in motivating and fostering a safety-conscious culture in the workplace to reduce incidents and injuries.


Qualifications


Option I:


Education : Equivalent to an Bachelor's degree from an accredited four-year college or university with major course work in occupational health studies, environmental studies, environmental engineering, industrial hygiene and safety, public administration, business administration, or a related field.


Experience : Three years of increasingly responsible administrative experience in the field of emergency services, safety, industrial hygiene, hazardous waste and materials program planning and operations, municipal program administration, or a closely related field.


Option II


Education : Equivalent to an Associate's degree from an accredited college or university with course work in occupational health studies, environmental studies, environmental engineering, industrial hygiene and safety, public administration, business administration or a related field.


Experience : Five years of increasingly responsible administrative experience in the field of emergency services, safety, industrial hygiene, hazardous waste and materials program planning and operations, municipal program administration, or a closely related field.


Necessary Special Requirements


  • Completion of OSHA Hazardous Waste Operations and Emergency Response (HAZWOPER) certification within 12 months of hire.
  • Possession of an appropriate, valid class "C" California Motor Vehicle Operator's License.
  • Must be available to respond to major emergency incidents on an on-call basis and under emergency conditions.
  • Completion of OHSA 10 Hour Training certificate at time of hire.
