Job Description
Perform key Finance and Budget functions in support of telecommmunciation servcie dleivery.

4.12 Financial Support
4.12.1 The contractor shall submit and maintain an up-to-date inventory of services to track migration progress for each account and an audit findings report, to support migration of approximately 70,000 lines of service from the current wireless contracts to follow-on contracts.
o Maintains an up-to-date inventory of services to track migration progress for each account.

4.12.2 The contractor shall provide support for the ENS wireless accounts including ordering, changing, and disconnecting devices
o Gathers necessary information, communicates to all stakeholders, and performs required actions to effectively complete the assigned task.
o Responds to ENS requests for support.
4.12.3 The contractor shall conduct monthly invoice audits for accuracy and completeness, and report discrepancies to the government by email.
o Identifies, validates, and communicates discrepancies regarding vendor billing formula, mischarges, overages, and credits.
o Invoices are submitted by third-party service providers.
4.12.4 The contractor shall review and evaluate all available ENS vendor data, dashboards, and reports for account and billing accuracy and completeness.
o Identifies and corrects discrepancies and anomalies.
4.12.5 The contractor shall develop and maintain a consolidated inventory dashboard of USDA's mobile devices and services.
o Gathers and maintains device and service inventory from vendor systems.
4.12.6 The contractor shall assist in and maintain new user management for all ENS vendor portals.
o Ensures technical and security requirements are met regarding user access to required accounts, views, and data.
4.12.7 The contractor shall attend meetings, inform federal staff, and lead in absence of federal representation for technical discussions.
o Follow agenda, take notes on updates, update shared document, follow-up as needed.
4.12.8 The contractor shall conduct targeted, proactive data analysis of user accounts, vendor plans, and services to identify cost saving opportunities and optimize service utilization.
o Notifies Contracting Officer Representative (COR) and agencies.
o Effectively identifies and implements service changes within the current bill cycle.
4.12.9 The contractor shall serve as the liaison between vendor and agency to provide notification and resolution to technical system issues.
o Reviews the weekly trouble ticket reports provided by the carrier.
o Technical system issues may include vendor portal issues, such as unavailable reports or missing service plans or devices.
4.12.10 The contractor shall track and monitor overall funding for each wireless contract to avoid late fees and potential overages.
o Identifies and communicates funding needs to COR for upcoming invoices.
4.12.11 The contractor shall conduct and document a monthly billing audit of ENS-managed wireless contracts.
4.12.12 The contractor shall create cost and inventory reports for ENS-managed wireless contracts from wireless billing data a monthly basis.
4.12.13 The contractor shall conduct ad-hoc analysis and reporting on the ENS-managed wireless billing/inventory data.
4.12.14 The contractor shall perform analysis and forecast data requirements to manage the enterprise data pool for current vendor services (i.e., amount of data contributed to the data pool and forecasting data needs to recommend adjustments prior to the end of the billing cycle).
o Analysis and forecasts not completed by the end of bill cycle (currently 23rd day of month) put the department at risk of significant overage costs.
4.12.15 The contractor shall prepare a zero-use report and recommendation for wireless services using billing data and determining if devices were not used for voice/text/data for six consecutive months.
o Reports are provided on a monthly basis
