Job Description
THOR Solutions is actively seeking a Navy Financial Analyst who has experience providing financial support services to the U.S. Navy in Washington DC or fully remotely. You will be part of a large team that works closely with NAVSEA / SEA 21 / PMS 443 to deliver quality solutions to the Surface Navy. This position works directly with Senior Leaders as part of the Finance team supporting PMS 443 Bridge Integration / Hull, Mechanical and Electrical (HM&E) Systems.
Primary Responsibilities: The financial analyst responsibilities may include (but are not limited to):
  • Create and distribute the weekly summary for ERP capturing all active year funding and developing automatic queries / reports.
  • Process funding documents in Navy Enterprise Resource Planning (N-ERP) (create/track/report) for PMS 443 and SEA 21 as required.
  • Provide task monitoring of fiscal year allocation plans and execution reports.
  • Participate in planning meetings with government and business partners.
  • Perform additional duties and responsibilities as assigned.
  • Provide customer interface for data used in the entry of Task Planning Sheets (TPS) and subsequent task modifications into the NAVSEA Enterprise Planning System (NEPS).
  • Develop and edit PowerPoint briefings using ERP / NEPS and financial data involving advanced Excel and PowerPoint skills.
  • Utilize Program Budget Information System (PBIS) and Computer Optimized Batch Reconciliation Application (COBRA) to provide financial analysis and reports as requested.
  • Maintain, update, and distribute PX Tracker.
Location: Full time at NAVSEA Headquarters in Washington, D.C. Full telework/remote flexibility may be available.
Pay: $85k+ based upon qualifications
Secret Security Clearance Required: This position requires an existing DoD Secret security clearance. A qualified candidate will already possess an active Secret clearance.
Required Knowledge, Skills, And Abilities
  • Program Budget Information System (PBIS)
  • Experience using the following Navy programs (listed in priority order):
  • Navy Enterprise Resource Planning (N-ERP)
  • Understanding and knowledge of the Planning, Programming, Budgeting and Execution (PPBE) process.
  • At least five (5) years of recent, relevant experience in financial program planning, administration, budgets, and development. Within this total experience, the candidate must have:
  • Enterprise Data Warehouse (EDW)
  • VLOOKUP/ Pivot tables and ability to integrate multiple sources of data.
  • Advanced PowerPoint and Excel skills required for this position.
  • In lieu of a Bachelor’s degree, additional relevant experience may be considered.
  • NAVSEA Enterprise Planning System (NEPS)
  • Bachelor’s degree in related discipline.
  • Independent, Self-Starter Skills (does not require continual oversight or direction).
  • Excellent time management, communication, organizational, and interpersonal skills.
  • Knowledge of DOD and USN Policies and Procedures, specifically including knowledge of the Navy Financial System and understanding of the requirements, planning and budget process is required.
  • Computer Optimized Batch Reconciliation Application (COBRA)
  • Excellent communication skills – oral and written.
Travel Requirements
  • Approximately 0-10% travel anticipated.
