The Field and Licensing Support Unit houses our Record Support, Policy and Compliance, and Driver and Vehicle Investigations sections. They work together to implement driver, vehicle, and vessel laws by conducting audits, processing exceptions related to the issuance of driver licenses, and investigating allegations of fraud in order to promote public safety and consumer protection across the State of Washington.
As the Field and Licensing Support Administrator, you will oversee the day-to-day operations of the unit as they ensure driver, vehicle, and vessel licensees are in compliance. With your ability to focus on the big picture, you will develop, interpret, and implement statewide policies, rules, and laws while simultaneously helping the unit find new ways to leverage their strengths in regulation and compliance. Utilizing your extensive leadership skills, you will encourage and coach subordinate managers, supervisors, and staff as they share and test new ideas in a safe risk-taking environment. Some of what you will do:
- Administer the research and writing of proposed legislation, and preparation of fiscal impact statements; review and approve legislative bill analyses and fiscal notes.
- Serve on steering committees for technology projects.
- Engage cross-functional peers to collaborate, negotiate, and advocate for innovative and human centered improvements to processes.
- Review, analyze, and respond to budget, expenditures, and revenue fluctuations to maximize cost-effectiveness.
- Represent Field and Licensing Support at taxpayer, legislative, Washington State Association of County Auditors (WSACA), Washington Association of Vehicle Subagents (WAVS), American Association of Motor Vehicle Administrators (AAMVA), industry and stakeholder meetings, national conferences, and House and Senate Transportation Committee meetings.
- Coach, mentor, and develop program leadership and management skills.
- Review disclosure requests from Law Enforcement for compliance with state law, executive orders, and agency policy prior to disclosure.
- Assess program structure and workflow for efficiency as part of a continuous improvement mentality.
- Establish productivity measures and metrics that align with business needs and the agency’s purpose and values.
- Manage Vehicle Licensing Office Audit Reports and advocate for pertinent contract and policy revisions.
- Participate, facilitate, and lead the integration of diversity, equity, inclusion, belonging, and accessibility into the standard operational procedures and program values.
- Establish a program strategic roadmap that aligns with agency strategic goals and initiatives.

- Six (6) years of experience related to public administration, organizational leadership, law, or closely related field.
- Budgeting, financial reporting, and cost accounting processes and systems.

- Experience or knowledge of:

- Five (5) years of experience in a management or leadership role.
- Rules, and agency policies and procedures.

- Knowledge of office records management and retention including document imaging and retrieval.
- Project management practices related to development of business requirements, user acceptance testing, training, and planning.
- Business functions related to vehicle and vessel processes and driver licensing issuance.
- Principles of management, including sound financial, human resource, operational, and management control disciplines, project management methodology.
