Job Description


The Iowa Economic Development Authority (IEDA), located in Des Moines, IA, is seeking a motivated professional to join its team as a Federal Grants Project Manager.


The Federal Grants Project Manager is responsible for managing Community Development Block Grant (CDBG) projects and ensuring recipient compliance with Department of Housing and Urban Development (HUD) guidance and regulations.


General Duties
  • Provides technical assistance to grantees, applicants and prospective applicants.
  • Follows the established in-house procedure for contract and amendment review and compliance.
  • Performs project closeout process.
  • Assists with environmental review and compliance paperwork for CDBG projects.
  • Creates and implements a plan to disseminate guidelines to potential applicants.
  • Serves as primary contact and project manager for the Nuisance Property & Abandoned Building and Vacant State Building programs.
  • Throughout the project, conducts on-site monitoring to ensure compliance with federal and state regulations.
  • Reviews applications against established criteria, makes funding recommendations, and oversees the implementation of the proposed plan for project completion which details construction activity.

The Federal Grants Project Manager position is a non-merit, non-contract covered position that is classified by the State of Iowa as an Economic Development Specialist 2. This position is exempt (salaried) per FLSA regulations.

This is a non-merit position with the Iowa Economic Development Authority (IEDA) . Candidates must follow the instructions in the "To Apply" section. Minimum Qualification Requirements


Graduation from an accredited four year college or university with major coursework in research, planning, economics, public relations, business, corporate finance, journalism, or marketing and experience equal to two years of full-time work that involved responsibility for interpreting laws, rules and regulations, and/or securing compliance with them; or compiling and evaluating statistical, historical, economic, business, financial, or technical related or program data;


OR


an equivalent combination of education and experience substituting one year of the above required experience for each year (thirty semester or equivalent hours) of the required education.
