Chemonics seeks a Sr. Grants and Subcontracts Manager for the USAID Climate Finance for Development Accelerator (CFDA). CFDA is accepting applications from qualified professionals for the anticipated buy-in activity, the Caribbean Climate Investment Program (CCIP). CCIP aims to serve as a catalytic activity that unlocks and increases private sector investments in social and environmentally sound renewable energy (RE) and energy efficiency (EE) projects and Natural Climate Solutions in the Caribbean. The program will provide business development service facilitation and technical assistance to small and medium scale enterprises (SMEs) working with RE/EE technology. CCIP will provide access to finance, de-risking instruments, and lending products RE/EE-focused enterprises and provide technical and financial support to businesses, businesses, communities, partner governments, and other entities in developing, scaling, or improving climate-resilient adaptation practices and technology.
Chemonics seeks a senior international development professional to serve as Sr. Grants and Subcontracts Manager of this activity.
- Performs strategic planning and coordinates with other technical staff on grants and subcontracts program implementation. Significant emphasis on problem solving within USAID rules and Chemonics policies standards.
- Prepares and executes grant documents in line with Chemonics policies and procedures and USAID regulations.
- Provides guidance to prospective grantees on preparation of applications and negotiates budgets and project description in accordance with the applicable cost principles, Chemonics prime contract and the implementation plan.
- Analyze, assess and assist with the budgetary and financial aspects of grant applications, grantee financial management capacities and needs, and the disbursement/payment of grants.
- Keep abreast of USAID and other U.S. government regulations and requirements affecting project activities.
- Maintain overall responsibility and oversees all steps of the grant/subcontract lifecycle from solicitation, selection, award, implementation, monitoring and evaluation and close-out to ensure adherence to the CFDA Grants Manual, prime contract and ADS 303.
- Facilitates contractual management by proposing and implementing financial and administrative control systems and tools to ensure transparency, organization and accurate reporting of contractual information. Ensure these tracking systems are accurate and updated.
- Liaises with technical staff to ensure the proper planning and preparation of solicitation documents and materials for the Grants Review Committee.
- Maintain overall responsibility for submission of all required technical, administrative and financial project reports related to the grants program.
- Ensures grantee compliance with all terms and conditions of the grant agreements including USAID mandatory standard provisions, Required Certifications and Chemonics reporting and record-keeping requirements.
- Serves as liaison between project staff and grantees; ensure grantees receive necessary technical advice and assistance in fields including financial management and sustainability planning.
- Fluent English oral and written communication skills are required. French or Spanish language skills preferred.
- An advanced degree in accounting, business, public administration or a related field.
- Extensive knowledge of USAID rules and regulations (FAR, AIDAR, ADS 303)
- Experienced in assessing and strengthening grantees' organizational capacity.
- At least 7 years of work experience, including at least 5 years working directly with management of sub-grants or sub-contracts with USAID.
- Administrative experience with NGOs (non-governmental organizations) and NGO procedures.
- Knowledge of climate finance, renewable energy and energy efficiency, Caribbean climate adaptation and resilience, and private sector engagement.
- Experience managing subawards under USAID funds including facilitating prior approvals, subaward reporting, risk assessment, risk mitigation, documentation requirements and other actions needed under USAID funded projects.
- Excellent communication skills and ability to work on teams
- Demonstrated experience working independently, as well as in collaboration with multiple stakeholders and project implementation teams.
- Excellent management and administrative skills; ability to negotiate budgets, reviewing financial vouchers, and expense reports.

The Salary Range for this position is expected to be: $84,320 - $105,400.
