Summary:

The Awards and Grants – Education Project Manager supports NASA’s awards and grants portfolio by providing full-lifecycle grants management, administration, and monitoring services to various NASA grant programs and initiatives. The Education Project Manager works with NASA personnel to oversee a portfolio of mission-related activities and projects. The education project manager coordinates people and processes to deliver on-time activities and projects within budget with the desired outcomes aligned to objectives. Oversees and is accountable for multiple concurrent activities/projects at a time. The education project manager is a bridge between NASA technical management, stakeholders, and the teams tasked with executing the activity and/or project.

Background:

The NSTEM contract supports NASA STEM Engagement programs and activities for the NASA Office of STEM Engagement, Mission Directorates, and Centers and facilities across the country. Under the NSTEM contract, the team will conduct and support the following, but not limited to:

  • Provide support strategies, methodologies, and technologies that promote pre-service, in-service, informal educators, and higher education faculty use of NASA-related content in their instructional environments.
  • Provide and coordinate resources, expertise, and tools necessary to implement NASA K-12 and collegiate level competitions and challenges aligned with NASA technical disciplines.
  • Provide resources and expertise for creating, designing, developing, and publishing STEM content and products aligned with NASA’s missions, national learning standards, research-based pedagogy, instructional design and learning theory.
  • Implement strategies to inform, engage, promote, and recruit a diverse pool of applicants, with a focus on underrepresented and underserved, for NASA OSTEM activities.
  • Assist with the design and administering of authentic learning experiences for students, educators, and faculty to gain real-world NASA STEM experience, professional development, and career enhancement.
  • Design, implement, or support a variety of K-12 and college STEM experiences encompassing formal and informal learning environments, after-school and summer programs, youth serving organizations, science centers, and museums to provide NASA unique STEM learning opportunities for students.
  • Provide resources and expertise to support and strengthen NASA’s collaborations and partnerships with higher education institutions through sustained investments in research and technology development critical to NASA’s future and America’s technological and economic competitiveness.
  • Execute data collections, performance monitoring and evaluation services for the OSTEM enterprise utilizing government systems.
  • Provide award and grant management, support and coordination for project managers and technical officers in accordance with NASA Shared Services (NSSC) requirements.
Requirements:

Competency (Knowledge, Skills, Abilities):

  • Facilitate information flow between GOH NSTEM program team members, government stakeholders, and GOH management and leadership.
  • Contribute STEM Engagement subject matter expertise and/or NASA history to contract effort.
  • Support pre-award processes including, but not limited to: (1) Announcing and soliciting applications or proposals for funding under assistance awards; (2) Overseeing, coordinating, reviewing, analyzing, and evaluating grants/assistance applications; (3) Determining awardee eligibility using formulas, methodology and established eligibility criteria, such as competitive rating factors; (4) Supporting risk assessments, business, and budget reviews; and (5) Supporting and coordinating technical review packages for government review.
  • Assist in ensuring all contractual reporting requirements are met for assigned task areas.
  • Assist NSTEM Management and Leadership Team in meeting customer objectives and establishing a trusting and safe environment where issues can be raised with an emphasis on innovation, improvement, and problem-solving.
  • Stay up to date on necessary technology and processes and show initiative in capturing, documenting, and implementing best practices and lessons learned to improve quality and efficiency of services and solutions
  • Use understanding of client needs and requirements to support successful execution of task order requirements
  • Develop SOPs and QC procedures; and update to reflect efficiencies, best practices, and lessons learned
  • Coordinate and collaborate across team to assure that all work products content and functionality are of highest quality and informed with up-to-date information
  • Document quality control of work products and deliverables prior to delivery to client and/or management
  • Create and monitor project timelines and task allocations - updating management tools with status for assigned activities in real time
  • Contribute to quality control process - to include peer review of work products and coordinating QC of deliverables
  • Provide management and administrative support for the four OSTEM programs’ grants and cooperative agreements in accordance with the NASA Proposers Guide, and the NASA Grants and Cooperative Agreement Manual (GCAM).
  • Assist with market research / literature reviews and present findings as required
  • Prepare and maintain project file folders with all completed work products, artifacts, and deliverables
  • Maintain relationships and assure customer satisfaction of NASA STEM Engagement stakeholders and partners.
  • Assure successful risk mitigation, resource management, and cost control.
  • Support post-award processes including, but not limited to: (1) Preparing, processing, issuing, and tracking grants/assistance awards and compliance with reporting requirements; (2) Monitoring and assessing awardee performance and establishing performance measures; (3) Monitoring, assessing, and ensuring awardee compliance with terms and conditions of award; (4) Conducting resolution of audit findings or monitoring audit resolution in partnership with resolution officials; (5) Conducting post-award reviews and analyses to identify management, financial, and administrative issues; (6) Performing final review of completed awards, making appropriate adjustments or disallowances, and processing close-outs; (7) Ensuring compliance with all regulatory and legal requirements; and (8) Performing the necessary database collections, coordination, entry, verification, validation, maintenance and integration with Agency data performance assessment and evaluation collections.
  • Contributes to client progress and status reports (i.e., monthly reports, weekly registration metrics, etc.)

  • Demonstrates ability to plan, lead and manage projects to deliver desired outcomes
  • Able to work individually and with others to achieve project and organizational goals

Reports to: Functional Area Lead / Deputy Program Manager

Work Environment: The work environment is a typical office setting or virtual/remote setting.

Physical demands: The physical demands of the job include sitting for extended periods, and occasional walking and standing.

Position type and expected hours of work: Full-time exempt position. Typical work hours are Monday-Friday, 40-60 hours per week. Some job activities may be required outside of typical workdays/hours. Overtime is expected during peak periods.

Travel: 20% local and regional travel, with overnight stays necessary

Required education and experience: Bachelor's Degree Required (Masters Preferred)

Additional eligibility qualifications: A minimum of 6 years of industry-specific experience required
