ICF is seeking an experienced Communications Manager, (Grants Management) to oversee marketing, outreach, and communications strategy in support of federal grants financial management training and technical assistance (TTA) projects that provide support for organizations receiving federal funding to operate programs in criminal justice, juvenile justice, and victim services. The Communications Manager will work closely with federal clients and Project Directors to develop, manage, and deliver content for websites, social media, marketing materials, listservs, trainings, resources, webinars, and other TTA activities.
This position is remote and will require occasional travel to client offices in Washington, DC, ICF headquarters in Reston, VA, and grantee sites across the U.S.
A Public Trust clearance is required for this position. Applicants will be subject to government security investigation to obtain clearance prior to the start date.
Key Responsibilities:
  • Support clients in their efforts to improve or streamline business processes and enable real time collection of data, analysis, monitoring, and reporting.
  • Ensure technical grants financial management content is translated into communications materials that are clear and useful to a wide audience.
  • Build partnerships within the agency(s) to raise the visibility of our grant’s financial management projects and capture and amplify success.
  • Perform other related duties as assigned.
  • Collaborate with subject matter experts, and others to develop communications materials, such as email campaigns, newsletters, blogs, knowledge articles, executive-level briefings/talking points, presentations, scripts, standard operating procedures, and other documentation as needed, while ensuring culturally humble, trauma-informed, and victim-centered messaging.
  • Manage the work of creative team members to develop and produce communications and marketing materials, including digital content.
  • Manage and mentor junior communications staff.
  • Draft communications that drive diverse audiences and end users to engage with resources, tools, and training platforms, with the goal of improving customer experience, increasing engagement, and enhancing grantee grants financial management knowledge.
  • Support strategic plan development.
  • Conduct regular quality assurance of products, materials, and forward-facing platforms to ensure compliance with client requirements.
  • Develop, coordinate, and distribute ongoing outreach, promotional, and communications efforts designed to inform and enable change about new business processes/information.
  • Develop, enhance, and sustain strategic partnerships with the criminal justice, juvenile justice, victim services field and other TTA providers.
  • Contribute to or write technical reports including weekly, monthly, and annual technical and financial reports for the client.
  • Develop and execute communications strategies and plans in alignment with client objectives to ensure proactive outreach and communication with the field about TTA offerings.
  • Oversee daily communications operations and work with matrix staff.
  • Support the Project Director in areas such as helping to the lead the team, shaping a culture of delivery excellence, and participating in new business development efforts.
  • Lead communications research, including channels and content audit, audience and stakeholder analysis, and communications protocols and policies.
  • Establish strong rapport and working relationships with clients, leadership executives, and subject matter experts.
  • Manage communications projects independently and deliver projects on time.
Basic Qualifications:
  • US citizenship required by federal government contract.
  • 6+ years of professional work experience in developing and implementing communications strategies in the criminal justice, juvenile justice and/or victim advocacy field,
  • 2+ years of experience managing communications for a national project.
  • Master’s degree in any communications, marketing, business administration, or closely related field.
  • This position requires a Public Trust security clearance. Applicants will be subject to government security investigation to obtain clearance prior to the start date.
Additional Qualifications:
  • Demonstrated ability to foster partnership and collaborate with multiple internal and external partners to help plan work, develop capacity, and ensure timely and effective project delivery
  • Experience with technologies/platforms that facilitate virtual meetings and communication.
  • Demonstrated experience and ability in culturally appropriate communications.
  • Ability to multi-task in a fast-paced environment, handle multiple priorities, provide a high attention to detail, and respond to challenges with a high degree of adaptability, sound judgement, and comfort in establishing new directions and managing to change.
  • Advanced communication, writing, and interpersonal skills, including the ability to work successfully in teams and with people of diverse cultural backgrounds.
  • Knowledge of social science research and evidence-based programs and practices, national justice trends and initiatives, the organizations and individuals actively leading the field; and effective program and project implementation.
Preferred Qualifications:
  • Demonstrated ability to leverage myriad communications channels and digital platforms.
  • Familiarity with Federal Plain Language Guidelines.
  • Familiarity with writing for Section 508 requirements.
  • Experience supporting federal agencies with communications.
  • 5+ years of people management experience.
  • Experience providing national training and technical assistance.
  • Familiarity with Office of Justice Programs grant requirements.

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$90,940.00 - $154,598.00
