The AS&T Strategy focuses on delivering the critical high-risk, high reward technologies and capabilities needed to achieve the NRO strategic goals and Architecture After Next (AAN) that transition into the operational baseline. The AS&T commitments to explore, develop, demonstrate, and transition innovative technologies for new space-based intelligence, surveillance, and reconnaissance (ISR) capabilities are framed by our vision, mission, and core values. The Advanced Systems and Technology (AS&T) Directorate is one of ten principal business areas in the National Reconnaissance Office (NRO) and is the largest single research and development (R&D) program in the Intelligence Community. The AS&T Directorate is chartered to lead the NRO into the future by investigating advanced concepts, developing innovative technologies, and conducting demonstrations to support both intelligence and military customers. Within AS&T, the Advanced Systems Office (ASO) Advanced Vehicles Group (AVG) discovers and develops payload and space vehicle concepts into Evolutionary and Transformative systems to adapt the enterprise toward a future fully-integrated, highly automated, intelligent and responsive architecture.

What You Will Be Doing


The Executive Officer (XO) directly assists the D/AS&T (DISL), PDD/AS&T (SIS), and DD/AS&T (O-6) with leading over 300 personnel. Assist AS&T leadership in assessing research programs that are within the technical portfolio and how they address NRO mission gaps. Analysis of the research programs are also used in strategic communications to provide perspective to NRO leadership, IC decision makers, and external oversight. In addition to conducting technical communication and analysis. Responsible for process implementation, coordinating personnel actions at the senior level, and coordinating staff actions for AS&T leadership approval.


The XO will distill weekly research project updates from across the directorate into a correspondence to be disseminated across the NRO. Creating and coordinating technical presentations and tasking while ensuring security, legal, and government policy requirements. Facilitating executive support to AS&T leadership by providing technical advice on active research projects, providing concise reports on technology state-of-the-art, and reviewing internal technical correspondence to the front office. Coordinating a weekly AS&T senior management level meeting for project decisions. Interfacing with industrial and government partners to coordinate technical exchange meetings. Candidate will contribute to the technical operations and direction of AS&T in providing technical advice and insight as an integrator amongst the senior staff. While some duties will be administrative, the officer will be involved in shaping both the technical priorities and strategic direction of AS&T.


The XO will also distill The Division Chief will assess internal/external IC and/or industry capabilities to develop and/or evaluate architectures for novel, highly complex new collection capabilities.


  • Participates in, and may lead and present, engineering and program reviews at government and development contractor facilities;
  • Actively coordinates schedule-driven activities across multiple mission partner organizations and acquisition-related contractors;
  • The Division Chief may lead one or more teams in identifying, analyzing, defining, and coordinating user, customer, and stakeholder needs and translate them into technical development and operational requirements for the research, development, production and/or acquisition of technology, processes, systems and/or services.
  • Briefs Mission Partners and Stakeholders as such events arise
  • Coaches and manages the professional development of government assigned personnel;
  • The position requires an understanding of the project(s) technical, operational, space, and ground requirements and exploration opportunities, being fully aware of the state-of-the-art and in close coordination with development contractor activities and supporting FFRDC and SETA efforts.
  • Guides a multi-disciplined advisory and assistance team of contractors to accomplish Program Management Office (PMO) program and administrative activities;
  • As Program Manager / Contracting Officer Technical Representative (COTR), provides management to and oversight of cost, schedule, performance, risk and opportunity activities of the development contractor(s) in the development, integration, test, launch and checkout of space vehicles and ground systems;


Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills, and abilities necessary to successfully perform and is typically in or directly related to the duties of the position as described above.   • This position requires minimum education of a Bachelor’s degree. STEM degrees (e.g., engineering technology, physics, chemistry, computer science, mathematics,) are preferred, however a Bachelor's degree, with a combination of technical coursework, licenses, training, and applicable work experience may be considered.
  • Strong written administrative and oral communications, including ability to communicate effectively with people at all levels of leadership and ability to give effective oral presentations at levels appropriate and tailored to specific audiences. Must have ability to quickly assimilate and distill relevant technologies to the NRO for wider dissemination; interpersonal, organizational, and management skills to conceptualize and effectively lead complex analytic projects with limited supervision.
  • Proven critical thinking skills and reasoning skills as demonstrated by experience in preparing analytical assessments and other written products with emphasis on clear organization and concise, logical presentation.
  • Ability to collaborate with variety of mission stakeholders and technical SMEs.
  • Knowledge of and ability to apply analytic, diagnostic, and qualitative techniques sufficient to produce authoritative analytical products (such as test plans and final reports) and the ability to employ new methodological approaches to analyze information.
  • Ability to lead a high performing team and work corporately across the NRO Directorates & Offices to ensure actions are completed in a timely manner.


Desired Qualifications:


  • DAU ENG Level 2, or ability and commitment to attain certification within six to twelve months.

  • Emergency Essential: Certain positions MAY be deemed emergency essential and incumbents must be willing to meet all position requirements.

2023 STEM Pay Scale for the Washington, DC area:


GG-12 $109,492 - $149,640 - To qualify, candidate must have a minimum of four years relevant experience.


GG-13 $123,437 - $168,694 - To qualify, candidate must have a minimum of six years relevant experience.


  • This position is a Senior Level DCIPS position. The NRO is accepting applications from U.S. Citizens and current federal government employees for this position. To qualify for the position, federal government employees MUST currently be at the GG-12 or GG13 level and may ONLY apply for a lateral reassignment at their current grade level and step. Federal applicants who exceed the advertised grade may voluntarily request acceptance at the lower grade per IAW DoD 1400.25 Volume 2006.
