Job Description

Duties

The position of Director, Human Resources Services is located in the Office of Human Resources Management (OHRM), and reports directly to the Chief Human Capital Officer (CHCO). The Director receives broad direction from the CHCO and works independently to carry out the duties and responsibilities of this position, and performance is evaluated on the basis of results achieved.

As the CHCO’s direct report for agency-wide human resources operations, the Director is responsible for the following:

  • Representing the CHCO in Government-wide groups on human resources matters and speaking on behalf of the CHCO before committees on subjects related to their jurisdiction and interests.
  • Maintaining relationships with other agencies and the private sector to keep abreast of HR industry best practices and new developments in the HR arena and exchanging this information with the GSA leadership, managers and end-users to foster the effective and timely use of improvements to enhance the mission performance of GSA.
  • Implementing HR related programs and activities (ie. strategic recruitment) that support the implementation of the agency’s diversity, equity, and inclusion (DEIA) strategy.
  • Developing and maintaining an integrated human resources program for the agency by working together with OHRM’s HR Technology Center Director, to promote the effective and efficient design and operation of human resources systems and processes.
  • Establishing and promoting customer service standards and best practices to enhance the overall customer experience for supervisors and employees.
  • Providing strategic leadership, planning, management and direction for human resources operations to include federal recruitment and staffing, position classification, benefits, employee/labor relations, personnel action processing and HR information technology.
  • Collaborating with the CHCO in the strategic management of human capital and the development and implementation of human capital policy.
  • Partnering with the Office of Civil Rights to foster the EEO program in the Office of Human Resources Services by assuring equal opportunity in recruitment, selection, promotion, training, awards, assignments and special program objectives to effectively use the strength of a diverse workforce.
  • Partnering with the Office of the Chief Information Officer and the Office of the Chief Financial Officer's senior leadership to develop and execute HRIT strategic initiatives and advance data governance and data quality enhancement efforts.
  • Delivering stewardship for GSA's customers to ensure that HR services are developed based upon sound business and economic practices and are responsive to customers' needs.
  • Advising the CHCO and other senior GSA officials on human resources operational issues, GSA's workforce planning activities and the Human Capital Operations Plan.

CONDITIONS OF EMPLOYMENT:

  • Persons selected for their initial appointment to an SES position must have their executive qualifications approved by the Office of Personnel Management before being appointed to the position.
  • This position is a critical-sensitive national security position and appointment requires that you undergo a single scope background investigation and that the GSA security office grants you a Top Secret national security clearance. Applicants do not need this level of clearance in order to apply. If you are not a GSA employee, the security office must grant the clearance before you are appointed to this position unless a pre-appointment waiver of this requirement is approved.
  • If selected, you must file a Public Financial Disclosure Report (OGE Form 278) upon appointment in accordance with the Ethics in Government Act of 1978.
  • This position has been designated under Executive Order 12564 as being subject to random drug screening. If tentatively selected for this position, you may be required to submit to a urinalysis screen for illegal drugs prior to appointment. Appointment will be contingent upon your receiving a negative test result.
  • Male applicants born after December 31, 1959 will be required to complete a certification document confirming their selective service status.
  • If selected, you will be required to serve a one-year probationary period unless you have previously successfully completed a one-year probationary period in the Senior Executive Service.

Qualifications

All applicants must meet the Mandatory Technical and Executive Core Qualification requirements listed below to be eligible for consideration. Eligibility will be based on a clear demonstration that the applicant's training and experience are of the scope, quality and level of responsibility sufficient to successfully perform the duties and responsibilities of this executive position.

MANDATORY TECHNICAL COMPETENCIES (MTC's):

  • Mastery knowledge and understanding of Merit Systems Principles, Prohibited Personnel Practices and Title V sufficient to provide prudent direction for a federal human capital operation, while applying subject matter expertise in the areas of federal recruitment and staffing, position classification, benefits, employee/labor relations and HR Information Technology.
  • Demonstrated ability to provide counsel and tactical advice to executive leadership on highly complex and sensitive federal HR matters to include management initiatives, the implementation of Executive Orders within human resources operations and procedures, and the development of policy and agency guidance that adhere to and supplement federal laws and regulations.

EXECUTIVE CORE QUALIFICATIONS (ECQs):
1. Leading Change - This core qualification involves the ability to bring about strategic change, both within and outside the organization, to meet organizational goals. Inherent to this ECQ is the ability to establish an organizational vision and to implement it in a continuously changing environment.

3. Results Driven - This core qualification involves the ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risks.
4. Business Acumen - This core qualification involves the ability to manage human, financial, and information resources strategically.
5. Building Coalitions - This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.
