Job Description

This class serves as a second level supervisor over major Human Services programs or multiple Human Services functions. Work involves making interpretive decisions on behalf of the organization regarding the means for executing the goals established by City policy and the department director by utilizing available resources and technology. Such interpretive decisions provide context for the work to be accomplished by subordinates supervised within units managed. Incumbents may oversee daily operations and direct workflow; conduct, attend, and participate in departmental staff meetings and meetings with other departments, city leadership, and citizens; review, prepare, and submit reports: represent the City regarding the administration and management of Human Services programs; develop, implement, and monitor policies and procedures; oversee correspondence; manage budgets and approve procedures; and. manage personnel.
Incumbents supervise management, professional, paraprofessional, and support staff including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
Some assignment s may serve as an essential employee in times of declared emrgencies.

Duties include but are not limited to

  • Presenting updates regarding programs and services addressing the needs of older adults and individuals with disabilities during Council District monthly meetings as requested
  • Developing and maintaining relationships with key stakeholders
  • Managing care coordination efforts generated by the Office of Aging and Disabilities’ Hotline (Helpline)
  • Preparing weekly and monthly reports for the Deputy Chief Administrative Officer for Human Services, Chief Equity Officer, and the Aging and Disabilities Advisory Board
  • Meeting with key city officials to develop strategies to address the needs of older adults and individuals with disabilities.
  • Serving as an Aging and Disabilities Advisory Board member and staff liaison to the board
  • Collaborating with the Mayor's Office, division of Human Services, and City Council Members to imagine ways to enhance care coordination for the city’s aging community and disability community
  • Attending and contributing to meetings convened by the Deputy Chief Administrative Officer for Human Services
  • Establishing the vision of the Office of Aging and Disability Services
  • Developing and implementing citywide programming with a focus on the Office of Aging and Disability Services’ core program areas
  • Coordinating and leading a citywide collective of city personnel also supporting the aging community and the disability community
  • Representing the Office of Aging and Disability Services on additional relevant boards and commissions
  • Developing survey tools to assess the needs of older adults and individuals with disabilities within the city
  • Developing marketing strategies, in collaboration with the Office of Strategic Communications and Civic Engagement, to promote the Office of Aging and Disability Services as a resource for city residents programs
  • Maintaining financial oversight of the Office of Aging and Disability Services’ annual budget
  • Assisting in the development and coordination of board reports, projects, trainings, presentations, to the Education and Human Services Standing Committee
  • Representing the city on all matters involving aging or disabilities
  • Serving as point of contact for the Huguenot Community Center regarding usage and maintenance, and liaison to Richmond Public Schools for matters related to the center
  • Managing the day-to-day operations of the Office of Aging and Disability Services to include the supervision of staff and contractors

TYPICAL CLASS ESSENTIAL DUTIES: These duties and percentage of time are a representative sample; position assignments may vary.
Typical Percentage of Time (none less than 10%)
  • Supervises professional, paraprofessional, and support level staff 20%
  • Collects, manages, and analyzes data to evaluate, measure, and assess program utilization. Prepares and presents reports and information to the Deputy Chief Administrative Officer for Human Services, Chief Equity Officer, and other relevant stakeholders 10%
  • Develops and implements strategic partnerships, collaborates with key stakeholders, sets and meets project goals promotes office services expands multicultural outreach and awareness, ensures program efficacy in addressing the needs of partners, and conducts or facilitates trainings and presentations to promote awareness o the Office of Aging and Disability Services 20%
  • Conducts research and studies to establish best practices. Enhances existing programs based on data and the needs of city residents.. Develops standards, techniques, or procedures for the implementation of new agency services, policies, and procedures. 10%
  • Provides administrative oversight and management of programs, and such as prepares reports, oversees the development and implementation of policies and procedures, administers grants; conducts needs analysis, responds to inquiries and addresses policy issues related to program administration 20%
  • Provides oversight of the Office of Aging and Disability Services budget by establishing annual budget projections and a calendar of activities10%
  • Identifies supplemental program funding, creates proposals and grants for funding 10%

Qualifications, Special Certifications and Licenses

MINUMUM TRAINING AND EXPERIENCE:

  • An equivalent combination of training and experience (as approved by the department) may be sed to meet the minimum qualifications of the classification.
  • Four years' experience in human services or a directly related field, including substantial experience presenting information or facilitating workshops to diverse groups of individuals.
  • Master's degree in human services or a related field is preferred.
  • Bachelor's degree in human services, social work, business administration, or a related field.
LICENSING, CERTIFICATIONS, and/or OTHER SPECIAL REQUIREMENTS:
  • Valid Driver License with an acceptable driving record and a Commonwealth of Virginia Driver's License within 30 days of hire.
  • The incumbent must successfully complete a pre-employment background check which includes an employment history verification, a criminal record search, and any other position required background checks per City policy.
