Job Description

Duties

Major Duties Include:

  • Reviewing applicant materials and applying qualification requirements.
  • Preparing written correspondence, reports and presentations for an audience to include applicants, hiring officials, HR offices and upper management.
  • Interpreting OPM/VA qualification standards.
  • Analyzing complex qualification standards from both OPM and VA.
  • Utilizing a database-driven recruitment system, such as USA Staffing.
  • Interpreting human resources guidelines, regulations, policies and procedures.
  • Utilizing delegated examining regulations to prepare vacancy announcements, rate and rank applicants, prepare and issue certificates, and audit certificates.
  • Reviewing and adjudicating Veterans' Preference.
  • Explaining policies and procedures regarding recruitment requests including the utilization of various strategies for hard-to-fill and/or remote locations.
Promotion Potential: The selectee may be promoted to the full performance level (GS-12) without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level.
Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 06/07/2023.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. For a GS-12 position you must have served 52 weeks at the GS-11. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
Quality Ranking Factors are skills, knowledge, abilities, or other worker characteristics which could be expected to result in superior performance on the job. Quality ranking factors will not be used for screening, but may be used as ranking criteria. Applicants with higher proficiency levels may rank above those with lower proficiency levels on a quality ranking factor.
A Quality Ranking Factor has been requested to help determine which of the basically qualified applicants are likely to be better qualified for a position. The quality ranking factor for this position is: experience performing delegated/competitive examining in accordance with OPM authority.
You may qualify based on your experience and/or education as described below:
GS-11 Qualifications:
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and graduate level education beyond two years.
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree level or three full years of progressively higher level graduate education leading to such a degree or a LL.M, if related. NOTE: Transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR,
  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization. Examples of specialized experience include: analyzing complex qualification standards, preparing vacancy announcements, rating and ranking applicants, determining veterans' preference, preparing certificates, using a database-driven recruitment system (e.g., USA Staffing) and responding to questions from customers orally and in writing. OR,
GS-12 Qualifications:
  • Criteria 2- Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-11 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: analyzing complex qualification standards; preparing vacancy announcements; rating and ranking applicants; determining Veterans' preference; preparing and issuing certificates; utilizing a database-driven recruitment system (e.g., USA Staffing); responding to questions from customers both orally and in writing; researching human resources regulations to interpret and evaluate impact upon departmental processes; experience analyzing and interpreting human resources principles; providing consulting services to human resources field offices with regard to recruitment; providing training to new staff and preparing written responses, reports, and presentations.
  • Criteria 1- Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-09 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: utilizing an automated system to develop job opportunity announcements, making qualifications determinations, and creating applicant lists; completing new hire onboarding requirements; utilizing a variety of recruitment strategies to aid in recruiting of a variety of positions; advising and consulting on recruitment needs.
