Job Description
An employee in this class performs responsible administrative work in planning and implementing transportation programs, through a contracted management company for the Suffolk County Department of Health Services, which provides transportation to and from school for pre-school children with handicapping conditions, or for the Suffolk County Department of Labor, which provides transportation for youth and public assistance participants who are enrolled in their programs. The primary focus of a position in this class is to analyze, review and plan transportation programs in order to provide quality services at the lowest possible cost. Work is performed under the general supervision of a high level administrator. Supervision may be exercised over support personnel. Does related work as required.
ESSENTIAL SKILLS:
  • Prepares reports on vehicle usage and transportation needs required by federal and state agencies;
  • Develops standards in accordance with state and federal requirements and additional stipulations as needed, for contractors providing transportation services;
  • Supervises the planning and technical implementation of transportation services and recommends strategies to provide efficient, safe and economical transportation;
  • Acts as a liaison between the Department and other county agencies, transportation vendors, and program participants and their families.
  • May arrange for the transportation of public assistance participants to and from their work-site assignments, job interviews, and all appointments that will assist in facilitating their long-term employment;
  • May arrange for the transportation of youth to and from their job assignments and educational vendors, as well as to and from their homes;
  • Plans, implements and monitors contracts with a transportation management company and transportation vendors;
  • Oversees the processing of transportation requests for children to and from their educational placements;
  • Prepares requests for bids and determines procedures for evaluating bidders;
  • Ensures contractors provide satisfactory service;
  • This position does not offer relocation assistance at this time

OPEN-COMPETITIVE
MINIMUM REQUIREMENTS:

Either:

(a) Graduation from a New York State or Regionally accredited college or university with a Bachelor’s Degree, and three (3) years of experience in transportation planning or administration; or
(b) Graduation from a standard senior high school or possession of a high school equivalency diploma, and seven (7) years of experience in transportation planning or administration; or
(c) An equivalent combination of education and experience as defined by the limits of (a) and (b).
ADDITIONAL POSITION DETAILS:
  • Ability to analyze and organize data and prepare comprehensive reports
  • Ability to establish and maintain effective working relationships with vendors, government agencies, clients and clients' families
  • Good knowledge of the methods and techniques of office management, organization and supervision
  • Thorough knowledge of the principles, practices and techniques of transportation planning
  • Thorough knowledge of transportation program administration
  • Thorough knowledge of requirements of the programs for which transportation is to be provided
  • Ability to conduct transportation studies
  • Ability to express oneself clearly and concisely, both orally and in writing
  • Thorough knowledge of the geography of the county and of laws and safety regulations covering the operation of suburban and school buses
  • Physical condition commensurate with the demands of the position.
This role is a Provisional Appointment
A provisional appointment, which occurs only in the competitive class, is a temporary appointment to a position for which no eligible list exists or for which an eligible list exists with fewer than three candidates who are willing to accept the position. In order to become permanent, the employee who is provisionally appointed must take the next examination for the position in question. The appointment to the position is then made from among the three highest scoring passing candidates who indicate their willingness to accept the position. Civil Service law does not compel the appointing authority to choose the provisional employee should he or she be one of the three candidates.
