We are a nonprofit, donor-supported organization that has raised and invested billions of dollars to help develop cystic fibrosis therapies that have changed the lives of people with this disease. Nearly every CF medicine available today was made possible because of Foundation support.
POSITION SUMMARY:
Under the direction of the Grants and Contracts Management & Administration (GCMA) Director (Post-Award), the Manager, Post-Award provides supervision and guides post-award service and activities within an assigned medical division, which comprises the CF Foundation’s medical grants portfolio (Research Affairs, Clinical Trials, or Clinical Affairs).
As a manager, this position will mentor, develop, lead, and oversee the work of at least one Specialist and one Coordinator. Monitoring post-award activities and ensuring they are conducted timely and in compliance with regulations and policies, are primary to this position. The manager will provide leadership, oversight, and guidance to staff in the GCMA department. This role is to serve as a liaison between the Foundation and awardees. The Manager, Post-Award works closely with the Foundation’s Program Officers to oversee and manage a portfolio of grant programs and awards. They will be instrumental in developing, reinforcing, and updating new policies and procedures for the GCMA Post-Award team.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
General
  • Monitors and measures operational output within divisional area and develops proposed plans, solutions, and implementation of strategic direction.
  • Identifies and escalates operational challenges (transaction specific or GCMA wide) and recommends potential solutions.
  • Provides training and business management assistance to program staff, applicants, and recipients.
  • Responsible for providing input, execution and maintaining Standard Operating Procedures to ensure processes are effective, in compliance with applicable guidelines, and in alignment with Foundation policies.
  • Assists in hiring and retaining staff as needed; works with staff to set and track professional development goals; course corrects team performance as needed; and manages performance and conducts mid-year and annual performance reviews and evaluations.
  • Adheres to personnel policies and procedure and models professional behaviors; promotes an environment of inclusion and transparency.
  • Creates and oversees maintenance of filing system (SharePoint) for the Grants & Contracts Office to meet legal and auditing requirements as well as CFF policies.
  • Collaborates with Grants & Contracts Management and Administration leadership team to ensure cross-functional processes and procedures are well-coordinated and seamlessly executed.
  • Performs a variety of management and oversight activities to ensure team productivity and service levels are achieved.
  • Provides excellent customer service and resolves complex issues related to awardee and programmatic challenges.
  • Assigns and monitors Post-Award tasks and activities to Post-Award Specialist(s) and Coordinator(s).
  • Collaborates with internal departments, including Finance, Accounts Payable, and Communications.
Management (Post-Award)
  • Assists in the annual audit of awards and contracts.
  • Provides oversight and monitoring, and ongoing maintenance of executed grants, awards, and contracts.
  • Supports the directions of Post-Award support and resources for internal and external constituents.
  • Directly manages a small portfolio of awards and activities.
  • Prepares and reviews de-obligation notifications to awardees and awardee institutions; may approve final de-obligation notifications within guidelines of applicable SOPs.
  • Prepares, distributes, and collects reports mandated by outside auditors and/or outside agencies.
  • Ensures orderly annual closeout of grants, awards, and contracts.
  • Prepares monthly payment authorization schedule for grants and awards; verifies accuracy of scheduled payments; collaborates with Finance to resolve issues with payments.
  • Processes and reviews renewal and expense reports for adherence to program guidelines and terms and conditions of award, follows up as needed to resolve issues with incomplete or incorrect materials, forwards documents for approval per policy.
  • Reviews monthly payment authorization approvals.
  • Prepares and reviews reports on awards with outstanding contingencies; collaborates with Program Officers to address delinquent deliverables.
  • Keeps Program staff up to date on grant reporting deadlines.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Regulatory: stays up to date on applicable administrative and financial regulations and able to apply them to daily work processes; monitors and guides staff to ensure compliance.
  • Experience working with financial and grants management systems.
  • Experience leading a team by providing guidance, focus, motivation, and instruction.
  • Minimum of three to five years managing the complete life cycle of grants.
  • Proactive excellent written and verbal communication and organizational skills.
  • Up to one year of management or leadership experience preferred. At least two years working in a grant-making organization.
  • Bachelor’s degree in business, accounting, finance, public administration, or related field. At least six years progressive Post-Award experience.
  • Not-for-profit accounting experience.
  • Experience with database systems or comparable software programs.
  • Grants Management certification-CRA (preferred).
  • Ability to convey necessary information accurately, listen effectively, and ask questions when clarification is needed.
  • Computer: advanced computer skills, including the use of Microsoft Office; experience with grants management, accounting and financial reporting systems is required in order to qualify for this position.
  • Leadership: ability to work independently with minimal oversight; lead train and supervise.
  • Customer Service: demonstrate ability to take initiative, demonstrate a customer service focus, exercise discretion, and maintain confidentiality.
  • Demonstrated ability to prioritize multiple competing projects and timelines.
  • Highly collaborative with excellent interpersonal skills and the ability to work with internal and external partners.
  • Communication Skills: ability to communicate effectively in person, on the phone, and in writing with Program and Grant Officers and with staff at all levels having varying degrees of understanding of relevant regulations and procedures.

REPORTING RELATIONSHIPS:
  • Position reports to the Director, Grants, Contracts Management, and Administration.
  • Direct reports include Coordinators and Specialist(s).
WORKING CONDITIONS:
  • The Cystic Fibrosis Foundation National office is located in Bethesda, MD. Hybrid or fully remote schedule is optional based on location. Candidates located in the MD, VA, DC region are eligible for a hybrid schedule. Candidates located anywhere in the US outside of the MD, VA, or DC region are eligible for fully remote work.
  • Normal office environment with little exposure to excessive noise, dust, and temperature.
  • No heavy lifting required.
  • Minimal travel (e.g., 2x/yr.) to conferences and meetings, as necessary.
