Job Summary:
Raytheon has an opportunity for a Senior Manager, Non-Products Strategic Sourcing. This position is part of the Raytheon Operations and Supply Chain Non-Products team, responsible for sourcing all non-products goods and services, ranging from contingent workforce to production consumables, worth billions of dollars annually. This role will be responsible for Logistics, Fleet, & Travel.
The Senior Manager, Non-Products collaborates with a team to develop non-product sourcing strategies. They also lead competitive sourcing events that support proposals and strategic initiatives. As part of the Raytheon Strategic Sourcing Team, this role is responsible for understanding the non-products they support including developing and communicating the strategy, identifying market conditions, and managing key suppliers within the market.
Responsibilities To Anticipate:
Lead the development, implementation and execution of the sourcing and procurement strategy for Logistics, Fleet, and Travel.
Provide strategic recommendations to all levels of leadership.
Identify cost savings, process and service improvement opportunities.
Develop and execute commercial and contract strategy
Conduct market research and sourcing strategies
Evaluate supply base trends to identify and prioritize opportunities
Understand Mission Area roadmaps for adoption opportunities
Identify and vet new and alternative sources
Lead or collaborate on Best Value Source Selection (BVSS)competitive sourcing efforts for proposal activity, product strategies, technology sourcing cycles, make/buys, and other requirements:
Preparation of solicitations to include Request for Proposals (RFP) and Request for Information (RFI)
Evaluate proposals to include utilizing price/cost analysis techniques
Perform risk analysis, and develop mitigation plans and solutions to problems
Influence supplier/customer investments to implement strategies
Work with leadership to address all aspects of category business plans, and pricing through minimizing commercial and supply base risk, lowering cost of ownership and meeting customers’ expectations.
Measure Key Performance Indicators to ensure continued progress toward achieving annual goals.
Qualifications You Must Have:
Typically requires a univeristy degree or equivalent experience and a minimum of 10 years of experience in Operations, Supply Chain, Engineering, Business or Project Management experience or an Advanced degree and a minimum of 7 years related experience.
Experience in Non-Products Procurement, Program, and/or Supplier Management
Knowledge of and experience in the areas of the FAR, DFARS, and related laws and regulations affecting government contracting
Computer skills: Must be proficient in Excel, Microsoft Word, Outlook, and PowerPoint
Preferred Qualifications:
Strong experience in one or more Non-Products Categories for Logistics, Fleet, and Travel including fuel, air freight, ocean. fleet, parcels, 3PL, and travel services.
A degree in Supply Chain and/or an MBA are strongly preferred
Supply Chain Strategic Sourcing experience highly preferred.
Experience and knowledge of Supply Management (Product or Indirect), Administration / Commerce, Legal, Purchasing, Business, Engineering and/or government security clearances a plus.
Proven experience in project management, execution of major projects and customer focus/relationship management a plus.
Proven negotiator, either on the sell or the buy side
Experience participating in source selection
Experience with executive level presentations and communications
Advanced cost and price analysis skills
Ability to lead cross functional teams and leading without authority
Communication skills: Requires strong written and oral communication abilities to perform their job duties successfully, especially producing monthly reports.
Organizational skills: Must be able to effectively prioritize assignments, manage workload, as well as manage multiple concurrent projects in a fast-paced environment.
Team player: Requires occasionally working with cross-functional teams, so it is essential that they possess the ability to work effectively in a team environment.
Ability to easily travel to a Raytheon facility is preferred. Employees who are working in Remote roles will work primarily offsite (from home). An employee may be expected to travel to the site location as needed.
