Job Description

Your Role
The Senior Director, Strategic Partnerships & Pilot Programs provides leadership for the day-to-day relationship with Altais, and other strategic vendors engaged to enable the actualization of Blue Shield’s Health Reimagined strategy. This leader has oversight for design, development and implementation of pilots that will enable Blue Shield to achieve its Health Reimagined goals.
The Senior Director, Strategic Partnerships & Pilot Programs will work with Blue Shield business leaders to identify issues falling under the Health Reimagined umbrella. This role strategically sources and identifies vendors with solutions addressing Health Reimagined goals; contracts with these vendors and develops pilot or market test programs to prove hypotheses and resolve identified issues.
This role interfaces across the enterprise, working with Directors, Senior Directors and Vice President leaders across Health Solutions, Information Technology, Finance, Transformation & Operations, and Portfolio Management Office. This role communicates with Blue Shield and external vendor senior leadership and externally, interfaces and collaborates directly with providers, hospitals, health systems, and other stakeholders.
The Senior Director, Strategic Partnerships & Pilot Programs reports to the Vice President, Health Transformation, and works closely with Altais’ senior leadership. The Senior Director, Strategic Partnerships & Pilot Programs’ team comprises of three directors, four senior managers, and ten program managers.
Your Work
In this role, you will:
  • Contribute to the overall execution strategy of Health Reimagined.
  • Ensure that pilot programs include community heath, population health equity, clinical and other considerations
  • Drive information flow, influence and interact with executives, ensuring effective pilot status communications
  • Work closely with the Health Transformation Data & Evaluation team to incorporate learnings into pilots and market test programs
  • Design, develop and implement comprehensive pilots that will enable Blue Shield to achieve its Health Reimagined goals
  • Work in collaboration with the Health Transformation Expansion & Product Launch teams to develop and/or refine a product launch plan for Health Reimagined initiatives that are ready to scale or deploy rapidly
  • Work with leaders across Health Solutions, the broader Blue Shield enterprise, BSC participating providers, external stakeholders, and vendors to pilot Health Reimagined initiatives
  • Provide leadership and oversight for the development of an integrated approach to piloting Health Reimagined initiatives with strategically selected vendors and stakeholders
  • Build, manage and lead a high performing team
  • Serve as a resource and mentor other directors as appropriate
  • Develop and implement policies, procedures, and playbooks to facilitate efficient and effective pilot programs
Qualifications
Your Knowledge and Experience
  • Strong communicator with PowerPoint and storyboarding skills. Ability to present information clearly and concisely to various audiences
  • Excellent influence and engagement skills in building alignment and accountability without formal ownership or authority over talent resources
  • Ability to build strong and sustainable trusting relationships and the capability to interact with senior executives and at all levels of the organization, internally and externally
  • Ability to work cooperatively and strategically in a team environment with all levels of professional, technical, and administrative staff and to integrate resources on a timely and organized basis
  • Health Plan operations leadership required
  • Minimum of 6 years of management experience and 12 years relevant experience including, but not limited to, strategic planning, team leadership and program/project management
  • Strong independent judgment, research, critical thinking, problem-solving and data-driven decision-making skills
  • Bachelor’s degree required; emphasis on healthcare or business preferred
  • Exceptional verbal and written communication and program/project management skills, including an ability to communicate effectively at an executive level, with a keen attention to detail
  • Strategic thinker who has an eye for detail, is organized, and can manage multiple programs simultaneously
  • Master's degree required; emphasis on healthcare or business preferred
  • Ability to prioritize and manage work and trade-offs against critical project timelines in a fast-paced environment
  • Acumen to handle complex situations and multiple responsibilities simultaneously with the urgency of immediate demands on the operations
  • Lean Sigma, Six Sigma or experience with business process management, or improvement methodologies a plus
Pay Range:
The pay range for this role is: $ 193600.00 to $ 290400.00 for California.

Blue Shield salaries are based on a variety of factors, including the candidate's experience, location (California, Bay area, or outside California), and current employee salaries for similar roles.
