Summary
This intermediate level Security Program Manager is responsible for the oversight and implementation of the Security program for business governed by the NISPOM, JSIG and other USG requirements (e.g., DoD 5205.07-V1 – V4) while managing resource allocation necessary for support staff at multiple locations. The Security Program Manager will monitor program activities to brief management on program status and continually evaluate and make necessary adjustments for a highly effective security program as a business discriminator. The Security Program Manager will have overall individual responsibility for the cost, schedule, and technical performance of assigned portions of the National Industrial Security Program, including physical, administrative, and personnel security.

- Act as a primary liaison with outside agencies and external Customers
- Current Top Secret/SCI eligibility with current Investigation Date
- Ensure security policies and procedures comply with Government standards
- Ability to motivate personnel while challenging staff to elevate the level of our Security program
- Accomplish tasks as assigned by the Sr. Director of Security
- Identify program challenges, recommend and coordinate solutions with program management and direct resources necessary to meet the needs of the Program.
- Ability to clearly communicate program status, issues, risks, opportunities and plans
- Ability to work overtime as needed
- Ability to lead IPT meetings and coordinate activities
- Able to reason, plan, direct and evaluate situations to make appropriate recommendations and take actions beneficial to the program and the company.
- Work will be performed in resident, onsite office environment.
- Manage day to day progress and performance of direct reports by establishing clearly identified goals and objectives, identifying learning opportunities and tracking performance progress; engaging others to achieve complex expectations and continually improve performance

- Lead program teams composed of multi-disciplined, matrixed personnel to ensure proper execution of program objectives.
- Ability to receive and provide constructive feedback, recognizing blind spots and working collaboratively to maintain a positive, collaborative and effective team environment.
- Collaborate daily with a wide variety of functional areas such as finance, engineering, marketing, manufacturing, and operations to meet or beat cost, schedule, and performance goals.
- Responsibile for the development and/or maintenance of the security requirements and integrating tasks/milestones as listed in the affected program’s Integrated Master Schedule.
- Ensure compliance of physical security requirements identified in the NISPOM/JSIG/DoD Manuals
- Desired:
- Support negotiation of initial contracts/and subsequent changes, coordinate preparation of proposals, business plans, and author and negotiate proposal statements of work/specifications.
- Establish and manage the operating budgets and financial plans to support individual programs and overall departmental requirements
- Able to demonstrate leadership ability with complex reasoning and problem-solving abilities.
- Set high goals for personal and group accomplishment; monitoring progress toward goals; consistently meeting or exceeding goals
- Ability to select qualified talent, mentor, coach and develop personnel to retain top talent
- Establish and lead a program risk and opportunity management process
- Develop program plans to ensure the cost, schedule and technical performance of assigned portions of the Industrial Security program result in a measurable contribution to the business.
- Ability to communicate and present to program management and senior executive staff members
- Accomplish creation, review and maintenance of DD254s (Prime and Subcontractor Flow Down)
- Must display tact and self-discipline necessary to interface effectively with customers, vendors, all levels of management, employees and the general public.

Qualifications and Education Requirements
- Experience in leadership and collaboration with multidisciplined organizations is critical to the success of the organization
- Education: Bachelor’s Degree in related discipline
- Proven expert knowledge of NISPOM, JSIG and ICD industrial security requirements.
- Due to U.S. Government contract requirements, only U.S. citizens are eligible for this role.
- Experience: A minimum of 9 plus years of successfully developing, implementing, and managing security requirements in support of the NISP and compartmented programs in industry
Preferred Skills
- Working within a compartmented program environment
- Professional certifications (e.g., ISP, FSO, CPSO, CSSO, CISSP, etc.)
- Experience with information systems and the RMF process/artifacts
Security Responsibilities
Must comply with all company security and data protection / usage policies and procedures. Personally responsible for proper marking and handling of all information and materials, in any form. Shall not divulge any information, or afford access, to other employees not having a need-to-know. Shall not divulge information outside company without management approval. All government and proprietary information will be accessed and stored electronically on company provided resources.
- Incumbent must be eligible for DoD Personal Security Clearance.

Work Environment
This job operates onsite in a professional office environment. This role routinely uses standard office equipment such as computers, phones, photocopiers, filing cabinets and fax machines.

- Ability to travel CONUS up to 20% of the time, with a small possibility of travel OCONUS
