Description


The Project Analyst will participate in a multi-disciplinary team dedicated to the operations and sustainment of the SCIP platforms, to include multiple VistA environments hosting first and third-party development, test, and production capabilities. The position requires an individual that can work independently under minimal direction, communicate successfully with the client, ascertain, and identify issues adversely affecting the customer experience, and provide troubleshooting and task leadership to a team that includes programmers, system administrators, and system engineers.


Primary Responsibilities


  • Act as primary liaison with program management-level functions and various support functions for the contractor team with VA staff, contractor staff, and other project stakeholders.
  • Project metrics: Create and analyze metrics and designed reports; communicate the results to managers; manipulate data to produce a variety of reports for VA Management; update and maintain the SCIP Management System; Upload the Daily Delimited reports to generate metrics reports; Identify and resolves issues with Facility or Station Numbers in the SCIP Management System
  • Track, upload, and file all system access requests (9957’s).
  • Acquisition / procurement support: Create and maintain Fiscal Year (FY) Spend Plans; prepare and submit procurement packages to the VA PM; track and manage all aspects of contracting transactions from initiation to award.
  • Track and monitor the teams ePAS request and updates.
  • Reporting: Prepare, revise, and submit project reports in coordination with the PM. Coordinate and consolidate monthly reports for the team; provide to the PM for review prior to submission to the VA customer. Coordinate and consolidate the monthly In Process Review (IPR) for the team. Provide the team with the Configuration Guide/O&M Manual (COG) for updating purposes.
  • Coordinate and track administrative requirements for staff with the VA Contracting Officer’s Representative (COR), to include paperwork and VA-required training in VA’s Talent Management System (TMS). Maintain distribution lists.
  • Manage Deliverables: Perform document / deliverable planning, coordination, completion, quality assurance, submission, and tracking of all project deliverables; Work with the government and contractor PM, technical team leads, content owners and SMEs on the development and production of program deliverables, work products, and other documentation; Perform quality assurance by peer review, proof reading, and copy/edit of non-technical and/or technical documents in support of program goals and objectives. Create, update, and maintain the project status with respect to deliverables submission requirements, schedule tasks and activities for deliverable development and review with deliverable authors, content SMEs, peer reviewers. Maintain configuration management of in-process and completed deliverables on the VA SharePoint deliverables repository; set up and enforce documentation draft and final versions control.
  • Meetings: Schedule and facilitate weekly recurring meetings with government customer and supporting contractor teams. Support the PM in the preparation and delivery of meeting notes for the Operations Status Meeting. Schedule technical meetings as needed to support the project staff.
  • SharePoint Site Owner: Update and maintain the SCIP SharePoint site and sub-sites; manage user access permissions; resolve any SharePoint issues or malfunctions; provide SharePoint support and end-user training.
  • Prioritize and carry out special projects and complex assignments.
  • Interact daily with supervisors and/or functional peer groups; interaction normally involves exchange or presentation of information.
  • Configuration Management: Reviews and prepares Configuration documentation; review migration plans; facilitate audits related to Configuration Management.


Basic Qualifications


  • Proficient with Microsoft Office suite (i.e., Word, PowerPoint, Excel, Project, Outlook, Teams, and SharePoint)
  • Excellent verbal and written communication skills and the ability to interact professionally with diverse teams, subject matter experts, and government technical and management staff.
  • Bachelor’s degree and 5 – 8 years of prior relevant experience. 13 years or more of prior relevant experience if no bachelor’s degree.
  • Experience in creating, applying, and maintaining tools to track program, project, or task performance data, including cost, schedule, and performance data.
  • Strong qualitative skills and quantitative skills.
  • Ability to provide oral and written discussion of analytical findings using narrative and graphic forms.
  • Experience in the creation of routine and ad hoc reports.
  • Ability to operate in a multi-tasking environment.
  • Proven ability to meet deadlines and manage multiple priorities.
  • Strong organizational, team building and collaboration skills.


Preferred Qualifications


  • Familiar with WorkFlow Manager (WFM) for creating, tracking, and updating work requests.
  • Experience support healthcare information technology projects.
  • Familiar with ServiceNow (SNOW) for creating, tracking, and updating service tickets.
  • Experience with a Health Information Exchange
  • Experience with Department of Veterans Affairs within the last two years, to include previous possess of VA PIV card and VA network access.
  • Experience in JIRA for workflow tracking.
  • Experience supporting VA, DoD, or other Federal customer environments.
  • Ability to perform in multiple roles and communicate to all levels of management.


Pay Range


Pay Range $59,150.00 - $91,000.00 - $122,850.00


The Leidos pay range for this job level is a general guideline only and not a guarantee of compensation or salary. Additional factors considered in extending an offer include (but are not limited to) responsibilities of the job, education, experience, knowledge, skills, and abilities, as well as internal equity, alignment with market data, applicable bargaining agreement (if any), or other law.
