MOS Codes: 4511 (Marine Corps), 58A (Army)


Education and Experience: Bachelor's Degree or higher in Business or Public Administration, Liberal Arts, Fine Arts, Public Relations, Communications, Marketing or related field and two (2) years of special event, public program coordination, fundraising and promotional services, or retail sales and management experience or related.


Licenses and Certificates: Valid Texas Class "C" Driver's License or equivalent from another state by time of appointment.


General Purpose


Under general supervision, coordinates, implements and markets the Museums & Cultural Affairs Department Concert Series, Festivals and Public Programs.


Typical Duties


Coordinate public arts programming Involves: Coordinate from inception to completion public programs including but not limited to, City Arts and Farmers Market, Chalk the Block, Día de Los Muertos and Winterfest Markets. Organize, schedule, develop and implement all aspects of pre and post-event operations. Coordinate selection process, contract negotiation, vendor selection and setup and secures all artists for concerts, festivals and public programs. Coordinate schedules of public programming staff, including temporary contractors. Ensure activities are in compliance with all laws, policies, and regulations. Train, coordinate and work with volunteers. Ensure that program series expenses are maintained within budgetary guidelines.


Coordinate public programs logistics. Involves: All on-site set-up, operation and breakdown. Coordinate public and music programs logistics including, but not limited to the following: review of and adherence to technical rider specifications; coordination of performances with appropriate venues and other partners; secures and ensures compliance with required local permits; coordination of transportation of instruments and guest artists; coordination of timely payment to artist/vendors; and coordination of lease of instruments and equipment as required by contract. Develop a database of performance artists. Purchase program materials while adhering to the City of El Paso procurement policies and procedures.


Develop, coordinate and implement comprehensive strategic initiatives to promote the Museums and Cultural Affairs public programs. Involves: Develop, coordinate and publicize events and programs. Coordinate marketing and promotion of arts related events to local and external audiences. Oversee all media relations and author of press releases. Develop and update strategic marketing efforts including print, online and social media. Develop brochures, flyers, programs, ads, newsletters, and press releases for print, radio, television and social media. Plan and execute public relations and marketing activities for the promotion of sponsored and co-sponsored events and programs. Update and maintain website to accurately reflect cultural events and activities in the community. Maintain, enhance and coordinate participation in all available social media. Attend city and community events to provide the public with information on programs and events.


Coordinate and maintain relationships with private/public partnerships and planning committees for various public events. Involves: collaborate with committees to develop and meet strategic goals. Schedule meetings, creates and disseminates meeting agendas and notes, runs meetings as needed and serves as department representative. Serve as point of contact with public regarding information about events.


Develop and implement educational workshops. Involves: Develop and implement educational workshops by guest artists. Ensures fulfillment of sponsorship requirements. Produce monthly reports during festival seasons specific to grants requirements. Maintain records, filing systems and compiles and organizes information. Other duties as assigned. Evaluate programs for effectiveness and participation levels. Develop new programs and recommends program changes. Track services provided, monitor results, and generate operational and funding agency reports as needed.


Supervise assigned personnel. Involves: Schedule, assign, instruct, guide and check work. Appraise employee performance. Provide for training and development. Enforce personnel rules and regulations and work behavior standards firmly and impartially. Counsel, motivate and maintain harmony. Interview applicants. Recommend hiring, termination, transfers, discipline, or other employee status changes.
